Here, let me propose an actual solution, one that makes sense in the context of how the internet works.
We make sure telecoms can't regulate our internet in any finite manner. What that means is complicated, but more or less it would continue to exist as it exists now. Social media can continue to suck dick just as it does now because there is simply no way the government can manage the never ending amount of social media. If you think Facebook or Twitter are so important you aren't well educated. There are entire news wires that operate behind the scenes and have done so since 1990, most don't even know they are there. What about 4chan, 8chun, reddit, The Shroomery, and all the other cum bubbles that are in the millions? Playing whack a mole will not work. It is very simple. On top of that, Facebook will be lucky to be worth a shit in a decade. Twitter is shitting the bed now. Who remembers Myspace?
If you think there is any way to manage that you are full of shit. Breaking up Facebook or Twitter isn't going to do it. Their time is limited and the next platform will hit the road any day now. Reddit, the bubbling shithole of the web, is making inroads on both. If I want to start a Twitter like platform I could start it in less than an hour. This little game of "well we should just regulate these platforms" is what people that don't understand the internet think about when they should just leave Facebook and Twitter. Who wants to hang out on Digg? Do we remember that one?
Finally, we let the old people die off and try to educate the new people so they understand how fucking terrible the internet can be. I am of the age where I have had the internet for about 70% of my life. So I know the pre internet world, I know the post internet world, and I have watched the world evolve around these platforms and issues. I guarantee I was a Facebook member before every person on this forum because I was in the beta test in 2003 before it was even released to the public. I have seen how awful it is, as have most people. The simple answer is to educate people on how to handle these platforms and be happy without them. To be educated and understand how to think logically and figure out the bullshit.
Regulating these platforms is only going to make it worse. Look at Syria, look at China, look at Iran, look at Egypt. All these places censor the shit out of their web, do we think of them as leaders of free speech?
No.

I am going to go to bed. But I was thinking about this just a bit more, probably when I should be in bed and not at my workstation.
People have been saying crazy shit since the beginning of people. When did we start getting all bent out of shape about it? In 2004 when Facebook hit college campuses? Nah, everybody loved Facebook when it was college only because people could say crazy shit, plan parties, post pictures fucking, smoking weed, etc.. Then later it opened up to the grandmas and the aunts and the entire thing fell off the rails.
The internet is an entire thing and culture, it is like living through the first great depression or like the Grateful Dead. Unless you were there and truly present when it was happening and in a state where you could watch and understand it evolve you just don't fucking get it. That is the cultural side, then there is the technical side which is completely different. For the record, I know basically nothing about the first depression (asides from schoolbook nonsense) or the Grateful Dead, I was just using it as an example because I see people my age going on about both like they fucking lived through it. Bullshit. For the older generations there is a complete fucking lack of understanding of the internet just the same.

We're not arguing to make it LESS free. We're arguing to make it MORE free! I want people to be able to say whatever the hell they want (so long as it doesn't violate already established limitations on free speech). If you hadn't noticed... I LIKE saying ridiculous shit, and I will defend to the death MY right to say ridiculous shit!

While I do generally enjoy a solution that requires me to do nothing... This isn't good enough. I at least want Zuckerberg's head on a pike or something. Maybe we can work out a deal...

Obama had a nice piece of regulation on promising a free internet. It passed. Guess who reversed it!
You shouldn’t have to do much. We have a pretty free internet. The problem is that we don’t know how to deal with that socially.

Its less free when someone losses thier right of expression, even a Reddit FORUM.
The internet has revolutionized how we purchase things, how we communicate, the gathering of information etc.
It hasn't to the same degree in political participation. Yes, more propaganda, more butthurt feelings,and awareness of issues. Still, about half of all Americans still do not vote, it's not like the internet has fired people up to be involved in the political process.

It goes both ways. People get obsessed or they get burnt out. Some get burnt out to the point they are obsessed and go nuts. We have a few around here doing that on some topics.
Socially we are starting to even out. People are more aware of the issues with social media than they were 10 years ago. However, social media has gotten better at working people over as well. This is why education on the matter is important. The internet for the vast majority of people is still probably less than 20 years of experience. I was one of the first of my friend group to get the internet and that was in 1996, my father's job paid for it and I was 11. Those boobs took forever to download, but they did eventually. We will have entire classes dedicated to managing information that we receive and interact with on the internet at some point. The US is a bad example because our education system sucks (at least in the k-12 system), but I bet we see this in various parts of Europe in the not so distant future if it hasn't happened already.

I mean, I remember it from school but didn't have access to the internet at that time. I remember trying to run old games like warcraft and mechwarrior in ms-DOS and getting blue-screened constantly. My neighbors had a machine with win 3.1 that had wolfenstein 3d and Where in the World is Carmen San Diego?
