Canada is pretty strict about migration, and probably concerned with invasion.
At any rate, most Canadians live close to the U.S. border, which will probably change with increased warming.

This is just a step but it's a big one. It's not even something they've been able to repeat so far but ignition is no longer a theory. It has been a solid theory... ITER counts on it working but it's now a fact.
It's big news.

Is hydrogen then potentially a fuel for propulsion, inter-orbital propulsion?

That's unlikely except as frozen methane or some such. Asteroids don't have enough mass to hold an atmosphere.
