Two jars from the same batch, one won't colonize

Hey guys, pls advise - I used the same amount of inoculate, same substrate, started at the same time and one jar won't colonize further. It's been 2-3 weeks already. What should I do?

Hmm. Is the jar too full to facilitate productive shaking? The myc should be very well distributed after a couple shakes.

The the colonized part seems very hard and does not wont to break, even when I shake it strongly.

Someone more experienced will probably be able to tell you but that looks contaminated with how thick the white is and the condensation.

It is probably bacterial.  Sometimes if it is hard to break up that is a sign of bacteria anyway. The mycelium is also kinda thick looking which is another bacteria sign.  It will probably still fruit just not as well as if it was cleaner.

Hit it on a basketball or tire or boot something hard but bouncy at the same time.

What's up with the foil around the lid? I think you should probably remove that. Unless that is your only lid/protection in which case you should just leave it.

What did you inoculate with, how much inoculant did you use, how did you prepare your grains and what do you think it is?

I used purchased Golden Teacher inoculate, it was in a small vial (maybe 2-3 ml) and I used that one vial to inoculate 4 jars. I put a little more liquid into bigger jars.

The substrate proportions - for 500 ml jar were:
125 gram rye, 160 ml water

For 1000 ml jar:
250 gram rye, 280 ml water

What would be the better way to protect the lid?

I also noticed that the lid is not very tight because the HEPA filter is between the lid and the glass.

I personally don't use any kind of filter and I also don't modify my lids.

I just flip the lid upside down if I'm using the metal kind and unscrew the ring about 1/4 turn.
Usually now I use the grey ball no-leak lids for this the same way. 

I don't know much about hepa filters so maybe someone who does can chime in.

The foil could be the cause of some of these problems. It could be cutting off gas exchange in that jar.

Did you have to transfer the vial contents into a syringe to inoculate the jars? What was in the vial? Can you post a picture?
Did you prepare the jars? What’s  the paper under the foil and how long has the foil been on the jars?
What does the HEPA filter being between the lid and the glass mean?

Yes, I did transfer the vial contents into a syringe (used fire to sterilize the needle. It don't have the picture of the vial but it it looked sterile when I received it. It had a clean yellowish, clear liquid inside.

The jars were filled with substrate, then covered with HEPA filter and then the lid was placed on top of the filter and closed. The lid had a hole in the middle. After 1h of sterilization I took the jars out to cool down and put the foil around the lids for protection. Next day I took the foil off for a moment, inoculated them and poured hot glue into the holes, to insulate them.

(The paper under the foil is just the HEPA filter.)
