Pressure cooker venting water and no steam?

I am a complete noob who has no experience pcing. So i put some water at the bottom with the metal plate that comes with a pc, and put two agar plates to test it out.
The pc started 'bubbling' and venting water instead of any steam, so i observed it for a little. I got a little scared and turned it off.
Turned it on again and saw water venting, so i put the cap on. The stopper didn't even shake. Within moments there a LOUD sound erupting with massive amounts of steam coming from around the cap.
I am terrified and I don't know what could be wrong. Is it the pc? I just bought it.

Just until the plate with the wholes at the bottom of pc. Like it comes up and touches the agar boxes i put in but doesn't go beyond.

Right? I haven't been able to find anything related on youtube. All of them release a steady stream but mine just gurgled out water! This happened within 5-7 mins of turning the heat on high i guess

Gurgling water sounds like water vapor condensing at your vent hole. How much water was lost during the cycle?

I think your heats up too high. It's fairly normal to have some water spitting out during a hard boil before you get a full steam going. Try turning down the heat to med-high instead of high. It may take a minute longer to get steam, but it will reduce the sputter. Let the steam vent for a bit before putting on the cap and reduce the heat. I think you are all good. Also maybe check the directions of your new PC.

Was it a few drops of water or a whole lot of water? When a pc is warming up it will often pop drops of water out the vent before a visible stream of steam appears. It's pretty much impossible for it to have gotten to pressure in 5-7 minutes. Water doesn't even boil that fast. At that point I think it could only have been condensation. What brand and size pc did you get?

According to the manual, it should come to pressure in 2 mins, and i have crossed well over 10 mins with nothing but tiny bubbles of water occasionally coming and a noise from inside. This is happening at medium heat.

Update:
I out it on for 25 mins, no steam came out so by the end i just put the stopper and put it on the lowest possible heat. The valve exploded most likely as a sudden gush of steam came out and i can smell burning plastic.
I am so scared to open it. This was nothing like any of the instructional videos or manual.

I have no direct experience with that brand, but it sounds like you used too much water and blew out the gasket on the lid. That cooker states to use 2 cups of water.
Maybe this will shed some light on something you missed.

My water ran out too! But in my defense there was no stream of steam. There was nothing at all for 25 mins,until 5 mins after i put the cap on, the pressure built and valve exploded.

I use a different PC, but my guess is either the rubber seal thing around the inside of the lid is missing, or old and cracked.
Or, if it has a metal pressure release thing in the top, make sure on the inside it's tight. I had a similar problem once, it got lose. I was able to tighten it with pliers on the outside and just finger tightening on the inside screw part.
