Presto 23 qt pressure cooker stuck at 8 psi

Im mostly just confused and looking for possible leads to a solution. I havent used this in about a year, when i looked over the gasket, it looked fine and so did everything else. even with 4 quarters taped on top it starts rocking and stays at 8psi. this happened last night too but i thought my rocker might have just sat on it wonky and i couldnt get it right. i finished a small batch of 400ml of agar and treated it like it was at at least 15psi because this seemed dangerous as hell and i didnt want to keep it on longer than i had to and i dont want to use it until i get this figured out.
there is no steam coming out of the sides or the pressure gauge. the only thing that i can kinda think of is that when i pulled it out of storage, the gauge was loose, but i tightened it back up real well and theres no steam escaping from there either. any and all help is appreciated.

If your weight was rocking unmodded, that was 15psi. Hard to tell how high it’s climbing with the addition of 4 quarters, and an inaccurate gauge. Trust the weight. Continued operation, in that manner, is not advisable.

im gonna take it to work tomorrow and do some tests on the gauge i think. i always put 1 on to make it 15 even. but, be assured, im not doing that again after it set in how dangerous that was.

The gauges can easily fail. The weight should be much more reliable. You can buy a new gauge on the zon for under $20. The weight and the safety plug should protect you from over pressurization, but better safe than sorry.

Agreed that the gauge is nice but whatever really. Physics dictates when the rocker will move. Unmodded 15, 2 quarters more like 17+. You were probably somewhere around 20-20+ with 4

i dont have a pc with a gauge, but i saw a youtube where they said if you use the rocker, your gauge wont read right. so you either use the gauge to judge pressure (maybe theres some other unmoving weight you put in place of the rocker) or you use the rocker to judge without taking the gauge into consideration.

Even if the gauge works doesn't mean you can NOT have a rocker and just plug the hole 
The rocker modulates the pressure regardless. The gauge just displays it.

I assumed there's something that doesn't move that you put in place of the rocker, but idk cause I don't have that type of pc.

No, the gauge serves zero functional purpose aside from telling the user the pressure inside the vessel. Convenient, but no need for it to work or even be there at all.

Smart is correct, The gauge is just there to look at and the weight (the mass of it) is what actually regulates the max PSI before venting off/wobbling
From the presto 23 quart manual:
1. PRESSURE DIAL GAUGE The pressure dial gauge registers pressure in pounds per square inch, or PSI. The pointer moves around the dial indicating the pressure within the unit. Pressure can be controlled and maintained by adjusting the heat setting on your stove. NOTE: The pressure dial gauge can be found in the foam filler of the carton.
2. PRESSURE REGULATOR The pressure regulator acts as a safety device to prevent pressure in excess of 15 pounds from building in the canner. Pressure readings are registered only on the pressure dial gauge. NOTE: The pressure regulator can be found in the top foam filler of the carton. It is in a bag identified with the words “Pressure Regulator Enclosed.”

Yeah, that's correct. The gauge could easily become uncalibrated while the weight not so much because it's just a weight. My AA PC sometimes begins venting, which it isn't supposed to do until 18 PSI, when the guage reads 16 PSI. Other times the weight doesn't even begin rocking until 16 PSI is reached on on the gauge so I just go by the weight.
