did this bill pass? Texas marijuana reform
    #27327827 - 05/29/21 11:08 AM (2 years, 7 months ago)

Im a bit confused. From what I'm getting from this, the bill has passed and is amended??  Bill would reduce marijuana concentrates in Texas from a felony to misdemeanor.  If im missing what's going on here, please to fill in the gap

"...The House and Senate must vote on HB 2593 Conference Committee Report by Sunday at midnight"

Basically the Senate wanted to amend the bill and poison it, Rep Moody(D) rejected the amendment and established a conference committee to review HB 2593 and restore its integrity. The House and the Senate must vote on the committees review before the stroke of midnight. We are in the last days of the legislature session so you should know by June. https://capitol.texas.gov/tlodocs/DeadlineActionCalendar.pdf

I'm fuzzy about what the process is after voting on the review, if it's a substitute for the bill itself or if the bill then needs to be voted on.

Yeah ok. I see the part now where it says legislative progress.  They actually have until midnight tonight and I think we'll know by tomorrow or the next day. I think thou it seems it's going to become law.  They are just arguing over the definitions of the isomers of THC.  I think they agree about lessening the penalty for pure THC concentrates and edibles.

Heres from a more recent updated link

"House Bill 2593 (reducing penalties for THC concentrates/infused products) was passed by the House with bipartisan support. Controversially, the Senate added a provision that establishes a definition for “total THC” to include isomers like delta- 8 THC. If passed, products high in delta-8 THC would be subject to the same penalties as delta-9 THC.

Because it was amended, the House has two options: 1) accept changes or 2) establish a conference committee to reconcile differences (led by Rep. Moody). "

Indeed. Slow progress is still progress and legalization will come in it's appointed time; although nature shouldn't be criminal in the first place.

Ok, so the bill didn't make it Senate didn't vote in time. So next question, when legislation meets up again, will they pick up where they left off on the bill?

The 88th session begins on Jan 10, 2023 and will end on May 29, 2023 for 140.0 days.

I'm sure the bills will be amended and re-introduced first thing in the next legislative session. In the meantime, Texas is one of the few states that still has a respectable election process with chain of custody and observers; your vote counts in Texas so take names and sweep out anyone that didn't vote to end the war.

Lt. Gov. Dan Patrick has been blocking legalization for years now and thinks adults/Texans are incapable of making their own choices. He has needed to go for a long time just on the principles of limited government and individual sovereignty. I won't delve further due to the obvious.

Cook thanks for the info. Was wondering, if the law passes, will that make a past conviction a misdemeanor?

If my brief skimming of the language is accurate, no, you will still be strapped with a felony. When full legalization is complete, there may be a process established to have it expunged, provided it was purely for cannabis and not weapons charges or anything else.
