PC question regarding pre-venting steam

HI,
I have a Presto 23 quart PC, and I pressure cook 4, four quart bags of rye. I have careful spacers and the proper 3 quarts on water and a raised floor.
I bleed steam in the PC for 10 minutes when a boil is reached, then I put the bobble on, then I bring it to 15psi (or a bit more with added weight) and then run my time.
My question is.... should I see a constant stream of steam coming out of my PC after 10 minutes? Because I certainly don't. It has a strong jet of steam, for a few seconds, then flashes of nothing (only a fraction of a second) then a steady jet of steam again. It constantly flicks between nothing and steam. Is this OK?
I've heard some people just running the bobble rocking for a while to clear out the non-steam. Is that a better route for my very stuffed PC?
Thanks! Tor
As a side note, I am using a weak 1100 watt hot plate. If that matters.

Maybe on an electric stove you gotta wait longer. On Gas stoves theres most certainly a strong steady stream on high.

My stove gets so hot I reach 3 PSI while venting. You might need something stronger.

I read somewhere the stats on how much a little bit of air in the PC can reduce the effectiveness of the pressure cooking. So I'm trying to address this.
Maybe it is a bit weak.
Does anyone have a favorite way to run their electric burner? The little thermostat on mine cuts it out waaaay to cautiously. I'd like to wire it out and control the burner in another way. I saw one guy on here that put a "tee" on his pressure gauge and then put a burner thermosat up with the pressure gauge. That sounded pretty cool. Cause I think 1100 watts is enough, if it ran on full at the beginning and didn't cut out.

The AA 25X has a 1350w element and it's internally mounted directly heating the water. And it takes for fucking ever even starting with hot water. The venting is weak even after 20m. Lacks oompf

Hi Tedoro,
Did you ever get any clarification on this? What did you do? I’ve been having some problems with contam in my grain spawn recently and I’m wondering if it’s due to inadequate venting. The presto manual isn’t very clear on what a “steady” flow of steam should look like? Mine will be steady and then spurt air and then be steady again intermittently. Just wondering what worked for you because I think I’m having the same question that you did.
It really seems like I probably have a steady flow of steam, but it’s not 100% constant steam. Maybe more like 80-95% constant. This is even after venting for 10 minutes. I’ve tried turning the burner all the way up to high, medium, and low, but I never feel like I get the “steady, constant” stream of steam coming out. Thanks!!
