How to drill a hole through glass ?

Glass is 7mm thick. Hole needs to be very small ~1-2mm in diameter.
I must not collapse glass, structual integrity must be kept.
I tried using needle and a hammer, but needle keeps on bending. I spent many needles. Can't get the job done. I succeeded in that way to reach depth of 3mm.
Help me resolve this.

It's not tempered glass, right?

I should have mentioned that I don't want to spend any money on buying anything, but do this using only home and garage items. Maybe to spend 10$ max.
The whole point of doing this procedure is to save money by hacking electrical energy counter system, and i must get through the glass first

1 or 2mm isn't going to work. Glass drillbits are usually 5mm+. The risk of cracking the glass is very real, I wouldn't recommend this. See if you can route your wire (?) around the glass through a wall or so. Frankly I'd rethink this.
What are you trying to achieve and what is the situation exactly?

1 or 2mm diamond bits work fine. Of course glass can crack, but drilling small holes into annealed glass is very common and isn't hard.

Government owned company for electrical power supply have counters installed in every household. It's enclosed in metal casing and part where is the counter can be seen through the glass. Guy from company who reads it do that from a meter distance. Now if I successfully get through the glass, I could stop the counter since it is mechanical, not digital. If I manage to drill a hole that small to be inconspicuous, he will not notice any ilegal activities when he reads it.
I already tried non invasive method because I managed to get neodymium magnet, but they were smart enough not to make part I'm trying to stop of metal.

They will not because they can't detect it. Or if they do notice they will considered it as operative lost. It's small cause I'm not running heavy machinery.
Or even if they detect it, they can't say where it's leaking. They could go house to house, but that is very unlikely, and i could unstuck the counter and let it run.

Also, please don't try to be a smartass on this thread. I see even mushroom cultivation overlord is here, i mean bro, you could get caught growing mushrooms and selling them, or whatever is your gig, they are ilegal as well.
I don't care about lawful behavior or about getting caught. I will deal with consequences whatever they be. I was being honest, thread is about glass driling, not against any rules. Help me with ideas or don't. Thanks.
That said I'm thinking dentist drill now, for you know, teeth fixing. Maybe I could steal one or borrow from a dentist. Could it be effective against glass ?

That is actually very good idea and i thought of that. I just don't know how to make it look normal afterwards. I was thinking about cuting part of new glass in the right dimensions and put it in place to look like original broken glass.

Then i thought i could be more sofisticated in my endeavours, drill inconspicuous hole, block the counter, then stick some glue in that hole to make glass look like it's not damaged. Possibly make it dirty to look even less suspicious. Also guy who reads it is a fucking idiot and i can talk shit to distract him.

If you don't care about possible legal issues, have you considered purchasing a replacement wire security seal for the meter? I bet someone has them for sale online that match the ones used by your power provider.
