What are the consequences if a DEA agent zapped you with their "device" illegally?

From what I understand, such device is only used against drug users and dealers. So what is the consequence if a DEA agent decided to use it against an individual who are neither of those?

I won't mention names or locations but here's the background to the story;

20 something years ago, a guy from high school who may have had parents, relatives, connections or acquaintances working for the DEA. They could be top ranking, who knows. This guy from high school may have had access to the DEA's "trolling device". This may be military grade that can follow you around and pinpoint your location like a GPS (all they need is your name to find out your address!). It may also be capable of frying your brains? It may be something that comes from a satellite of sort that can "beam" vibration directed at you and into your head to send you messages or noises inside your head. To the unknowing, this may cause one to think they're losing their mind. During high school, I believe the guy may have used this type of device on 2 of his high school classmates/schoolmates (both brothers) whom he didn't like (for any reason). I'm trying to figure out if such device can cause psychological problems because both brothers ended up in psychiatric hospital after high school and pretty much had "issues" during and after high school throughout young adulthood. Is this considered illegal?

I'm trying to find out what this device is and what clearance must one have to get access to it. Now, the guy from high school may have had access to this device assuming he knew someone at the DEA but why would he have been allowed to troll or guinea pig individuals with such device?

So deja vu; 20 something years AFTER high school, the same guy that may have had accessed such device DURING high school years, is now a DEA agent (perhaps through nepotism), and he zaps the brothers again with such device!

OP, if you are regularly troubled by thoughts like this - and please know I say this with the utmost respect and genuine empathy - you might consider meeting a properly qualified therapist of you own choosing, if and when you feel ready for that.

I am not saying that your thoughts are invalid and I am not trying to imply that you are sick or crazy. But I do think anytime any of us are suffering from persistent disquieting thoughts, we ought to remain open to the mere possibility that we are making tortured prisoners of our own selves. Because if that turns out to be true, then identifying and exposing the true nature of our own fears and paranoias is an absolutely necessary first step on the road to healing.

On the other hand, there has been fearmongering about "brain attacks" in Cuba. As usual, anything the west says about Cuba isn't reliable and should always be cause for suspicion. You should also be careful believing the shit your DEA-affiliated former friend tells you.

The US government's done vast experimentation on humans in its history, but the DEA likely doesn't have access to whatever mythical superpower you're referring to. They might have things like an LRAD, a Stingray, and some infrared devices though. But I'd also recommend a therapist before these ideas evolve into something worse.

That's because it required an LSD precursor? To make it effective by making one hallucinate while getting tormented by a device meant to agitate and so on. Like getting a bad trip for 12 hours lol.

MK Ultra is the name of the project so it's not exactly a device of sort. The devices most likely used are discussed in the links below.

I think people vastly overestimate the power of the CIA as if it wasn't comprised of human beings with flaws and various degrees of intelligence.

The CIA and other such organizations do indeed have some powerful tech, as we bleed our tax dollars into that and other "militant" projects but they are still entirely staffed by flesh and blood humans.

For the most part the governmental agencies don't care about the individual and aren't going out of their way to torture one single individual.

Their "torture" isn't what you think it is; it's not direct physical torture and it's subtle. It may be through your electrical currents i.e. the electricity that powers your household. As electricity affects brainwaves through its hertz:

Here's a story; A young African immigrant comes to the U.S. in the 80's or so, studies and becomes a doctor. He gets his DEA clearance (some doctors need this to prescribe "drugs" or medication), but turns out he came to the U.S. illegally. He "abandons" his wife and biological children so that his kids wouldn't get trolled, tortured, and experimented with while growing up. They grow up less of a "problem child". Meanwhile, with his new wife, the "stepchildren" gets trolled, tortured and experimented with half their lives (or more) and were "problem children" during their teens and young adult lives.

The flaw here is the DEA system for even allowing anyone to get clearance despite knowing there's an anomaly about Mr. African Doctor.

So for you to say that governmental agencies like the CIA or DEA wouldn't go out of their way to torture a single individual is where you lose your credibility. The CIA might be more about international or foreign affairs but the DEA is local. There's thousands of DEA agents that can presumably "run" whatever it is that they run through the power grid to get through individual household's electrical currents. Sure, they're very sophisticated as this thought or idea was even "planted" (by them) in my head through such means. That is not the subject of the thread though!

There's little point in arguing that any particular environment affects brain activity this or that way. Literally everything in the environment affects your physiology in some way. That doesn't mean being in an electric field generated by your house is going to make you start hearing voices. That's like saying that applying a magnet to a pile of iron filings will configure them into the shape of a fork.
