Un-Related Recommendations: Reduce ALL police salaries to minimum wage for the next two years. No bonuses. No funding for gear. If prosecuters will not prosecute cops guilty of crimes - honestly and effectively - they, too, get minimum wage while they await their replacement.

The office of the vice president of the US should develop an "honesty assessment test" involving the combination of showing cops videos of police committing crimes and videos with perfect police conduct, and then each cop has to write a graduate-level report of what exactly occurred. All cops AND their associates will have to do this once per day for the next two years minimum.
