Why steam substrate jars above the water? Instead of submerging them to the neck?

Boiling water is 100°C. Steam in a regular pot is also 100°C. So why do people recommend sitting substrate jars above the water, and getting the steam to do the pasteurization? Is it because there's a risk the boiling water will get into the jars through the lid holes, and make the substrate too wet?
(Non-pressure cooker method, PF tek.)

steam is hotter than 100c. Even with just a normal lid, holding steam makes it hotter than 100c.
For pf jars it's a bit of a concern, you don't want boiling water to wick up the foil cover and soak your dry verm.
