My heater has 3 settings. On it's lowest setting it gets above 90'. I really don't want to use a fish aquarium heater. I would have to have a resevoure and it would just be too much of a pain.

If it's my only option then I may have to go with that. I just thought someone would have found a good heating pad/blanket that actually can keep them at 85' without fear of toasting them.

Well like I said, I don't have any exp with heating pads, I do have a thinner than cardboard heating pad that came with one of those seed starting kits from walmart. $25 for heating pad, indoor greenhouse trays, peat pellets and all that shit. I just stuck my thermometer on it, I'll see how hot it gets. That thing would be great if it works. It doesn't feel that hot, but may get up to 90%.

Just buffer the heating pad with a towel, blanket, or something of the sort. A good way of doing this is by storing colonizing jars inside of a rubbermaid tub; Underneath the tub is a towel folded over about 3 times. Under that is the heating pad set on low. This was monitored for 3 days at a constant temperature of 85*. You'd be surprised how much heat the heating pad radiates. Either way, buffer the heating pad with something and keep it on low.
