Put it in the dirt and try out?
Maybe soak 1/2 the khat seeds and not soak the other half

I found that some species of my old seeds were all floaters, expecting only the sinkers to be viable.
I thought, there would be nothing left to lose, exposing them all to mild heat.
100% germination, in the ample space next to my forced air heating unit.
In general, use enough water to moisten the dirt in a humidity dome. But, it should not be soggy. Open twice, daily, for fresh air. A water sprayer can knock down mold for good, if necessary.

More than 5yrs.
I think that some species are meant to go dormant until they find the perfect conditions.
There are interesting stories about ancient melons, tobacco, corn, date palms, and lotus.

Before germination, I am sterilizing the dirt, this year.
I have put fluffy, organic amendments, under native clay, and scalding water, on top.

A scary test for desert seeds, which are often regenerated by wildfires, is to put out a grass fire, inside a cooking pot, with some water.
Or, borrow a piece of charcoal.
Boil the smoky water.
Dowse some of your seeds with it, if you're willing to take a gamble.
I have used a paper napkin inside of a colander, to germinate Cistus.

Can't tell you bout loph seeds but normally khat seeds older than a year or so are not gonna germinate Maybe that they been in freezer will have helped Hope you get something to happen...
I actually planted some loph seeds today that Ive had now over a year for the same reason Nothing worse than good seeds that don't germ Plant fresh for a win!!

Khat seeds have to be super fresh to germinate, and being frozen on top of that, I would think that that probably did them in in the first place.
