Is it safe to buy san pedro powder? I ask because in some places san padro is allowed only as a decoration.

in MOST places, san pedro is an Ornamental plant ONLY. But that being said, I can think of 10 other things bound to get you watched before buying pedro powder.

Depends on where you live.
In most countries dried SanPedro powder is illegal, as it is a form meant for consumption. Only living plants /cuttings are legal to buy.
In the US and here in Germany it's illegal. In the UK it's not. Not sure about Canada..
Official websites about specific laws might help you more than hearsay from druggy forum members. Google is your friend.

Personally I would say all legality aside, unless you know they person selling it and trust they are selling what they say they are selling, hard pass.
From a business stand point, I would expect it to be powdered cactus of some kind. If you're lucky, it will be PC, if you're not it will be opuntia. Even if it is pachanoi and not a PC they have powdered, it will likely be either full of "filler", either in the form of another plant is just a whole cactus ground up untrimmed. This is all said from the perspective of someone living in the states. I can't imagine any company selling this freely to be concerned about the "purity" or "concentration" of the product and more concerned about sheer weight of product.

I don't know why anyone would go through the trouble of drying the cactus and milling it down to powder. The cactus itself is not illegal.

can be bought from out of country quality ok probably in business only because of lack of problems w customs but who knows going forward in time finally milled powder tends to form a thick unstrainable jelly repeated heating, then a resting period, & skimming the top is necessary puking likely if not extracting

I have made one direct connection with a guy in Peru who runs an online healing shop. He always provided a great quality powdered SP. At some point also sourced some massive dried skins of Pachanoi and yopo seeds.I can't tell if he used any filler for the SP powder. 100g extracted with 70% alcohol made a trip strong enough for me to las and enjoy for 24 hours. Even trips from 50g powder were enjoyable.

What was your alcohol extraction procedure? Is it simpler than all the repeated boiling and settling necessary when using water to get the 'jelly' to settle to the bottom before siphoning the top layer off? Thanks.

It is simpler and less messy. Takes longer but takes less work as most time is waiting. I have made two threads about this tek. Make sure to use 70% alcohol, this is the key to success.

Do you mean is it safe to have it shipped? Because I'd say yes for the United States. Never had a problem buying it domestically. I had a package held up in customs once for over a month. The vendor's policy is to simply resend the order in that situation so you don't get screwed. The resend arrived on time, and it was taped together to the original package with green "Inspected by U.S. Customs" tape. Pretty odd, they must have been holding that first one for a month and somehow made the association, then let it slide. The vendors declare it as powdered Aloe vera; pretty simple disguise. I wouldn't expect that to pass in Australia though.
I guess you take the chance of getting scammed by the vendor too if you can't at least identify the star chips. Sometimes the powder I've ordered has been bunk, or I messed up extracting somehow.

My vendor from Peru always sent is labelled as food supplements or something like that. He used a specific name of another product that he sold from his online shop. Never had a problem.
It was funny how one day I was coming up on an extract from a previous purchase, and the postman knocked at the door with another big parcel. He gave me a weird look as it clearly said it was from Peru and I was wearing sunglasses on a dark winter day. He probably thought it was coke.
