As I understand it, the copyright bill is for illegal for-profit streaming sites. For example, charging for access to a private Plex server. Also, sports streaming I suppose is covered. The problem is that these streams have operated outside the U.S. for like that last decade, so it won't change much. You'd have to be an idiot to run a stream like this out the US, the EU, etc.. There are however many places that simply don't care. Keep in mind, you aren't even legally allowed to rip a DVD in the U.S. as it breaks the DRM. Even if you own that DVD, you aren't allowed to rip the DVD and bypass the DRM.

Yeah, the law is fundamentally staying the same, but the enforcement mechanism is changing. Normally, the copyright holder has to go after copyright violators, but now the US government can do it on their behalf.

That’s very insightful.
I think sneaking a bunch of unrelated shit into a pandemic relief bill that lawmakers didn’t even get a chance to read is bad.
Just another niche opinion I have that’s not representative of every single person.

It's an interesting bill. Tillis claims it's "narrowly tailored", but as written, could apply to anyone that streams copyrighted material and makes money. Theoretically, having a copyrighted picture in the background of a youtube video could now fall into the category of felony. Plus, the copyright holder can't just let it slide, since the US government would be prosecuting it. Since under US copyright law, any original work is technically copyrighted as soon as it is made, I wonder if this means quoting someone else's shroomery post is now a felony? This definitely seems like a shot across the bow at Twitch, specifically, since the music industry has been mighty pissed about Twitch streamers using songs in their streams.
As far as pork legislature, I'm a bit confused as to why Tillis is bringing this up. NC doesn;t really have an arts scene, NC isn't Hollywood nor Atlanta.

Just because you bought it once, doesn't mean you can keep using it. Licenses change.
For example, if you buy a CD 20 years ago, copy the music to your computer, and lose the CD, then technically you no longer have the right to listen to the music you copied from that CD, and if you play it, you're illegally pirating music.
Same with music that you, for example, buy off the Apple store, which is then removed from the store. You no longer have the legal right to listen to that music.
