They look fine to me. None of them have 'popped' open. Should be able to shake 'em no problem.

They look underhydrated to me. If you don't hydrate them enough prior to PC'ing the grains will get that overcoked look after the cycle.
What was your prep for that rye?
Also, 1,5 hours might be too short a cycle, go at least for 2 hours.
I wouldn't use that, underhydrated grains can give you lots of shit later on, couple that with a short cycle and that's the recipe for disaster right there.

I soaked them for 24hours and boiled them for 20 mins then let them dry out on a stretched nylon netting

You get them totally dry on the outside then? Ime doing so with wheat and rye is not the best way to go. You want to jar them up when they are cold to the touch and they still feel a tiny bit wet but no more than a kernel or two should stick to your hand when you grab a handful and drop it.
Also, going by a timer is not something I'd do. I boil them until all the kernels have lost all the white and look plump. Doesn't matter if you get burst kernels, it's way more important that they achieve proper hydration.

Also, a liberal splash of white vinegar in your PC prevents your jars from coming out white after the cycle from the hard water deposits.

I let them dry to touch and they stuck to my hand a little, just as you described. Will have to remember the white vinegar thing
