At last I can come clean about my secret shame: I love the instant pot. It definitely works, I’ve kept jars for 6 months with no contam.
Fwiw, I run oat sterilization for 2 hrs 30 minutes. Came to that after a bunch of experimenting.

I always use the trivet that comes with the IP. Lids would work too.
Contrary opinion: I don't leave the vent open. The red popper takes care of releasing air as steam builds and pressure rises. I close the lid, turn it on, walk away.

in the op he sets it to Warm for 3 hours and that gets the internal temp to 165. If you like, add another half hour to test your theory of insufficient pasteurization. But that should be plenty of time. You could also pressure cook it but I’ve never tried that with manure.

Heads up - Instant Pot Duo 8 quart on sale for $74 at Amazon. This one holds four quart jars on the trivet. I’ve used mine for years with 100% success. No green jars due to incomplete sterilization, ever.
For someone who does not need the higher capacity of a Presto or AA, this is the bomb. I also cook food with it - it’s excellent at that too.

I do not do any additional venting for no-pour agar or LC. The spaces within the plates of agar and jars of broth are far less insulated and far more conductive to heat than the centers of quart jars loaded with grain. Additionally, the IP’s internal volume is tiny compared to a Presto or AA canner. Dead air spaces just aren’t a thing in this situation.
I typically cook agar and LC for 25 minutes and have had 100% success with sterilization over years of IP use.

You’ll be fine. Venting the IP is advised but is not quite as important as it is in the much larger canners. Those all have more air space to clear and hold at least 2 1/2 times more jars.
At the beginning (and for a couple of years) I did not vent my IP. Now, after following Stipe’s work on measuring sterilization, I do. But if I forgot I’d not lose any sleep over it. Especially with a 3 hour pressure cycle.

Are you using a PC or an IP? With the IP venting is a good idea but not as important as with a PC.

I go trivet high for 15 minute vent and 2:45 cook. There is plenty of water at the end. I’ve not measured though.

Tiamo, I use an IP for quart jars exclusively and have never had contamination related to sterilization. My IP holds 4 quart jars and 2:45 has been enough time for WBS and oats, 2:30 for millet. I’m at around 5,500 feet in elevation which adds a bit more time.

With elevation we're getting less than 10 PSI rather than 15. That's why I double the (longest) time used with a 15 PSI PC.
Before I started I did a bunch of experiments including weighing sterilized oats for water content and putting autoclave tape inside of jars to confirm adequate temperature. (Stipe has since confirmed that IPs do sterilize jars with his more rigorous testing equipment and methodology.) Anything over 90 minutes and the temp hits 250° F but the oats didn’t look right until 2:30. Another fifteen minutes and they had the hydration I was looking for. At 3 hours they are beginning to burst.
Elevation does affect timing, for IPs and PCs alike, due to pressure reduction. 15 psi is not a magic number for sterilization though it’s a nice number to work with. It all comes down to transference of energy via time under temperature. I want to run jars as long as it takes, no less and no more.
