What would you do if....

So this person that sits next to me at work routinely shows up for work 2 hours late, takes 2 lunches, and leaves an hour early all in the same day. Sometimes she works from 930am to lunch time and then doesn't come back. Sometimes she just doesn't show up at all. We had the same boss but our boss quit which means no one is really supervising us. We're also down two people in our department which means I'm doing the job of 3 including the manager while she has basically no responsibilities.
Would you tell someone higher up or HR? The way I see it is I'm not her boss so it's not my business. If I go telling on her it'll probably just look bad on me. I don't want be that guy. But it also pisses me off that I'm working my ass off while this person skips work.

I would try talking with her about it before escalating it. Worry about crossing that bridge when you have to. But for now let her know exactly where you stand, that way she is fully aware.

No I kicked it into high gear, picked up the slack, and actually made system improvements to be more efficient. I got noticed and got promoted to senior engineer and a raise. the place is pretty cool actually. It's just that we're salary staff so no one is micro managing us. With no boss she's just taking advantage of the situation.
Talking to her is probably the best option but it's an open office so there's no way for me to talk to her in private. If I bring it up it's going to be like calling her out in front of everyone.

Find an opportunity to talk to her outside the office then. And be cool about it and not aggressive or anything, otherwise she will probably shift into "well fuck you too then" mode.
Try to get it across to her as nicely as you can, and if she doesn't respond to that then you know that you'll basically only have one option left, and that's to escalate it. Well either that or just let her do what she wants while you pick up the extra slack for her. And fuck that.

If it wasn't affecting you at all obviously I'd just ignore it because it wouldn't be any of your business or your place to say.
However that's not the case. It is 100% now your business because you are having to pick up the slack for her.

She does a different thing than I do. She was hired for a position that didn't used to exist because my old boss was stupid. If basically if we only get 4 people in our department, we should not dedicate one of those people solely to one relatively small task. It's an engineering department and she's not an engineer! Lol
I could have been the boss and some people were telling me I should apply for it but I didn't want it. Basically I don't want to be a director I just want to be an engineer. So I just applied for a senior engineer position instead and got it.

it really depends. too many people focus on people being busy for the sake of being busy. but the thing is...why? if shit is getting done, why would you punish someone for that if they're getting their work done early? work should be performance based, not "i managed to stay occupied for all 8 hours of my shift" based.
if they're getting all their work done, and their boss is happy with it, that's probably something to be celebrated, not punished. otherwise, if they're slacking off and it's causing issues then yeah, something needs to change.
repeat after me: work is NOT a virtue. it is a chore. it's an evil, a ball and chain around our necks. the less work, the better. the less work to do... the more time there is to play, dream, to think, to create, to pursue the things we want to do.

But she isn't getting all her shit done. She's leaving OP with the work she would normally be doing.

Gotcha. Well, hopefully someone else decent gets hired as manager and reigns in this other employee who's slacking. Or HR could, but it doesn't sound like you want to tattle to them, and otherwise they are unaware of the problem.
