Is this laccaria? And if it is, is this edible?

Looks like Laccaria, yes. Possibly L. bicolor.

As far as I know, all species of Laccaria are edible.
I haven't tasted any though, so I can't judge their culinary value.

Agree, definitely Laccaria. They're tough to accurately ID to species without a micro.

As far as edibility, none of the Laccarias are toxic. Having said that, I don't know of anybody that eats them, and they grow in huge numbers. The texture is likely to be rather tough, and I doubt if there's much flavor.
