Oregon passes ballot measure to legalize "Psilocybin Services"

https://www.opb.org/article/2020/11/04/oregon-measure-109-psilocybin/
Quote:
Oregon becomes the first state in the nation to allow the use of psilocybin, the psychoactive ingredient of hallucinogenic mushrooms, in therapy. Unofficial results show Oregon voters easily passing Measure 109, according to information updated Wednesday morning.
The measure does not decriminalize psilocybin. It’s still a Schedule I drug under federal rules and thus not approved for any medical uses. Instead, Measure 109 directs the Oregon Health Authority to create a state-licensed, psilocybin-assisted therapy program over the next two years and determine how it would regulate the ingredient.
Ultimately, the measure allows therapists to use psilocybin to treat chronic mental health issues like PTSD and depression. Therapists also plan to use it to reduce anxiety for patients who are dying and to help people kick their addictions.
Psilocybin will not be available for purchase in stores. It will only be available through an extensive, three-session therapy system located in a state-licensed clinic.
Sam Chapman is the campaign manager of the psilocybin-assisted therapy Measure 109. He said the measure’s support was stronger than expected in several counties.
“It’s very clear that creating new options for people who are struggling with depression, anxiety and addiction is not a partisan issue. Suffering is not a partisan issue," he said. "And I think the win that we received tonight and the support that we received tonight from Oregon voters is a testament to that.”
Less guarded supporters said during the campaign that allowing psilocybin for medical use is the first step in a long effort to make forms of the drug readily available.

Yes, all 4 of the ballot measures in Oregon this cycle passed. Measure 109 was Psilocybin Services and 110 was blanket decriminalization of all drugs in minor quantities, basically reducing simple possession to a speeding ticket (Class E violation, $100 fine)

I'm gonna repost this here for some clarification: https://www.shroomery.org/forums/showflat.php/Number/27021352#27021352

doublem said: I read the bill a couple weeks ago to write a 6-page summary for someone I was trying to convince to vote in favor. Basically what would happen here is that psilocybin would be legalized in a very limited scope; specifically it would be legal to take in a "service center" under the supervision of a "services facilitator", and not legal to take or possess at any other time. (although psilocybin, along with all other drugs have just been decriminalized for simple possession). A notable point is that there is no language in the bill requiring the drug to be administered in a medical context, in fact the bill specifically forbids the Oregon Health Authority from creating a regulation requiring clients to be diagnosed with any particular illness, and explicitly stated that "service centers" will not be medical institutions as defined by state law. So depending on the precise regulations devised by the Psilocybin Advisory Board to the OHA it is entirely possible that the bill will have the effect of legalizing recreational usage as long as it is done under supervision

Mushroom growers/producers will have nothing to do with these facilities, this measure does not involve the production of mushrooms in anyway as far as I know.
And I am pretty certain that the facilities will not be using mushrooms at all, but rather pure psilocybin or psilocin in a capsule.

Sections 23-25 are about Manufacturing licences, nothing particularly interesting just taking care of the simple fact that a legal psilocybin service center will require the services of a legal psilocybin manufacturer. Section 22 specifically allows manufacture and administration to occur on the same premises.
Section 8 (3) "The authority may not require that a psilocybin product be manufactured by means of chemical synthesis" I suppose people could still synthesize it but why would you do that when you can just grow mushrooms instead? I'm sure it's much cheaper that way
There is a section (52) that forbids manufacturers from producing psilocybin outdoors? no idea what that's about

Imagine giant outdoor mushroom gardens like corn rows. I suspect a good number of random people would start seeing shrooms pop up in their garden with all those spores floating around. I think it would be kinda dope but have no idea what the dark side of things would look like.

I hadn't thought of that... I know active mushrooms (and mushrooms in general) are already pretty common in the PNW, people here already have mushrooms growing in their yards all the time. I wonder if they have the potential to be an invasive species or smth
tbh I've daydreamed about loading up a drone with Psilocybe spores and crop dusting half the Oregon coast

Well no they bumped it down if you have what like under 12grams right? You get fined or treatment options...lol the Facebook group was talking about does that mean its illegal to pick them...I guess yes because they are in your possession but one guy said what if I just accidentally slip and fall onto a patch and they go in my mouth and thats actually legal lol... they are technically no longer in your possession so I guess if you see a cop while foraging eat your harvest to a small amount lol and also they said make sure to pick on anything other than federal land... thoughts?

Suppose you get caught with 11 grams of dried cubes in your possession. The limit for the $100-or-treatment option in Measure 110 is apparently 12 grams, so you go to a Measure 109 psilocybin treatment facility to get a more reasonable amount of mushrooms.

Im glad that people like my mom who trusts the system a little too much will have the option to go somewhere safe to trip and have company that HAS to hangout with them till its over haha.
This is just a first step but can u imagine what happens once people start experiencing the truth in these clinics?

This is going to be great! A huge step for society and I'm sure hundreds of mother's will appreciate this haha. It is simply the tip of the iceberg. There's a two year developmental period anyway. And 110 definetly kicks ass, especially if your addicted to hard drugs. I can't wait. Where's the Oregon fam at? Let's link.

Interesting.
For some reason I just had it in my mind that people will not be eating actual dry mushrooms in these sessions at the clinics, like what has been used in all the MAPS studies/etc etc...I thought I read something about synthetic psilocin was going to be used. Guess I was mistaken.
I think there might be a way to produce psilocin/psilocybin via yeast or bacteria, I know a variety of pharmaceuticals/drugs/chemicals have been found to be easily and cheaply produced via such ways....Probably super cheap and easy to do but no doubt a patent is likely owned on the process and those who own it will want their $.
I'm super curious to see how this all comes together over the next few years.
