Need solid advice on lights for indoor plants

Hey guys,
I'm looking for a lighting fixture for my indoor plants. I have small house plants, and I'm assuming the best option is going to be a LED light matrix which covers the full visible light spectrum along with infrared and ultra violet light. I have a metal shelving unit with four shelves with (length, width) = (36in, 16in). Ideally, I'm going to hang the light from the top shelf, and I'll have plenty of vertical room to adjust with the plants on a lower shelf.
My budget is $500 - $1000 for this and I'm primarily focused on these qualities (in no particular order): 1. Brand reputation 2. Build quality 3. Quality of light 4. Different modes (vegetative/bloom)

We actually use the Electric Sky lights. There's an ES180 and an ES300. You could easily get either for well under your budget. We have an affiliate link on our site. I got house plants... I just stuck them in a south facing window and use a red/blue light to supplement the morning and evening sun. As long as they're not illegal plants, my recommendation would be right in a window with real sunlight.

If it's just house plants, don't waste all that money, and electricity on expensive grow lights. Just buy those cheap four foot LED shop lights from Walmart. They are less than $20 bucks a piece, and plants love them! I do believe that they are full spectrum too
