Did I prep these oats properly? (BODs oat prep tek pics)

I boiled hulled oats for ~40min a la BOD's oat prep tek, I let them dry for a few hours until they left no water marks on a paper towel. I loaded jars 2/3 full, and put them in pressure cooker for 2.5 hours total. But the jars look really moist. I followed the tek to the letter, or so I thought. I'm weary of inoculating any more of them and wasting spore liquid in the event that I totally screwed up these oats and they will fail.

I also use the same tek for oat prep.
First of all, those don't look like the right kind of oats at all. Did you use raw, unhulled oats? They aren't the kind that you can get at the grocery store. You usually have to go to a feed store, like for farm animals, to find the right kind of oats. Oats are typically darker and more ovoid-shaped than what's in your photos.
If you are certain that these are the right kind of oats, then I think you might have let them boil for too long. You're supposed to boil them until you start seeing a few of the hulls begin to crack open, not until all of them crack open all the way.
Finally, there's a lot of moisture inside the jars, which means you probably didn't allow the oats to dry out enough before pressure cooking them. Like Bod's tek points out, you can't really get too dry with them.

I got "hulled" oats. The amazon name was "Whole Oats 5 Pounds Hulled, Groats, USDA Certified Organic Non-GMO Bulk "
I tried buying 50lb bags of horse feed from random tractor supply websites but they all cancelled my order for some unknown reason. I imagine shipping a massive 50lb package for $15 is a pretty big profit loss, so that probably played into it.
But shouldn't most grain work? I've heard people on here talk about how almost any grain will work; brown rice, hulled oats, etc. I drained the water, and let them steam while stirring. Once they lost the heat, I let them sit an additional 2 hours while occasionally stirring it. But clearly it wasn't enough.
Does this mean these jars are basically toast? Should I toss them, or wait and see?

"hulled" refers to the removal of the hull. Kinda misleading to call them whole oats if they are hulled.
You can still have a go at it though while you wait for unhulled or another type of grain.

Yeah, they should have the hulls (shells) on them. Usually, when the package marks it as "hulled," it means that the shells have been removed. Bod's tek goes into detail, specifically pointing out that the oats should still have the shells on. I've never tried with oats that have had the shells removed, but I assume there's a reason Bod specified unhulled oats. Like I said, haven't tried with hulled oats myself, but it definitely wouldn't hurt your odds if you switched to unhulled oats.
As for ordering a 50 lb bag online, why do that? I had to drive for about 20 minutes out of the city I live in to a more rural area to find a feed store, but it was worth it. It was much better that way. Cheaper (I think I paid 10 bucks for the last one I bought), supported a local business, paid in cash. Not sure how much of a possibility that is for you, but a 50 lb bag will last you much longer. Make a couple of phone calls and see if anyone in the area is selling the kind of oats that you need.

Yeah, people use all sorts of grains. I've even seen some people use corn. However, if you go and look at photos of people using oats, corn, rye berries, or whatever other type of grain, you'll see that the shells on the grains are always intact.
Yeah, I always find that the time I have to let them dry depends on how long I boiled them, how much I'm prepping, and the time of year (winters are very dry where I live, so it's usually faster in winter). If you're unsure about whether or not you let them dry for long enough, do a paper towel test: place a small handful of grains on a paper towel. There should be barely any moisture absorbed (if any at all). Don't rush this part. This is not a hobby for the impatient!

I don't think they're basically toast. I'd wait and see, but I think you'll definitely get better results if you use unhulled oats and let 'em dry out more on your next grow!

Those oats are still usable, but not with that specific tek, or any other im aware of. You just need to cook them less so less of the grains burst. You'll have to bring them to a boil, then wait about 10-15mins, after that start checking on them every couple minutes to look for burst grains. Once you start to notice grains bursting, take em off the heat and strain them. Let them dry thoroughly, like completely dry on the outside before PC'ing.

Oats are actually the only grain commonly used here with the hulls on. Just to clarify, the hull is the fibrous sheath surrounding whole oats, which make them inedible. Bran is the outer layer of the grain itself. Bran is what makes wheat bread brown.
The bran is the important part that keeps spawn from being a starchy mess, although some people do use brown rice successfully which has neither hull or bran, so

Thanks, that is helpful! With that pic, I'm pretty sure the first hulled oats I used were wrong, and the ones I'm using now are correct. They still have hull (listing calls it "husk") and I have hydrated the inner germ. Its stupid that they call "hulled" oats ones that don't have a hull. You'd think unhulled would mean... unhulled. I guess not!

Also, how much liquid should be squirted in the jars? Would one just stick the needle through one of the holes and squirt 1cc per jar? Or should the lids be removed to put spore liquid in?

Technically, there's no such thing as a wrong grain, just a wrong way to prep a particular grain.
About inoculating, spore to grain is very risky. It is very often contaminated in some way. It's best to clean on agar first, then use that to inoculate the grain.
That said, if you are going to do it, less is more. Less spore solution means less chance of a contam being in there, and it also won't mess with the moisture levels in the jar. I wouldn't use more than about a quarter cc.

Thank you. I always thought you needed a minimum amount of spore liquid for it to take. Putting such a tiny amount of liquid seems like it wouldn't work. But then again, spores are microscopic, so there is probably a ton of them in every drop.

I often inoculate liquid spore solution into my grain spawn, and you really don't need very much. I shake up the syringe, sterilize the needle with a torch or isopropyl alcohol (or both), and use just a small drop or two. Then, I shake up the grains to distribute the spores.
