will these specifications work for a flow hood?
HEPA air Filter: Ensures that the work surface is constantly flooded with HEPA-filtered air in a laminar flow. The filter can trap 99.999% of particles with a diameter greater than and less than 0.3 micron. Air flow velocity: The air flow velocity through filter can be set in three speed. Average air flow velocity through filter is 0.45-0.60 m/s. Air volume: 700m3/H The airflow is oriented to exhaust airborne particulate introduced by the user. Application: used in a wide array of applications in the pharmaceutical, medical, manufacturing, and scientific research fields. Package include: a fan/ a HEPA Fliter The package is a little heavy, please be careful.

What I've found is that using a smaller "clean" zone makes a smaller HEPA filter more effective. If your setup is just laminar airflow over a completely unprotected surface, you probably need much more flow than if you build the smallest flow tunnel to meet your work needs.
I made a flow tunnel out of cardboard, with a clear plastic window so I can see what I'm doing. This has worked very well for me.

Are you talking about building walls around the front of the hood? Do you have a pic?

Generally you want >100 linear feet per minute, so the 0.45-0.60 m/s is fine.
If it's not a scam in terms of filtration efficiency etc., then it would work. The reviews suck, though.

I have no idea how well that would work as a laminar flow hood. It looks like it's for installing on the ceiling to provide clean air to a room, not so much for our purposes, but it might work great. 
You should probably contact the supplier and ask them.
