Found drugstore beetles in my cayenne powder bottle

This past summer I saw them a lot in my apartment. At first I thought they were maybe those baby roaches we get in the summer, but they never grew bigger and there was a lot more than we've ever seen with roaches. A lot of times they seemed to be attracted to water/soap for some reason and died. Yesterday I was in the kitchen and saw this:

I haven't used it in a long time, maybe a couple of years. The best by date says April 2020. Don't know how they got in/out of there.
Now that the cold weather is here, where should I put them? I don't want to kill them. Can they survive in the park if I put them on dirt in this weather?

I can't see them that well, are they grain beetles that's one type. If you get those you usually have to toss out all dried grains, spices, flour etc to get rid of em. They kinda suck and ruin foodstuffs so I wouldn't feel bad about eliminating them, otherwise they'll eliminate your pantry.

I've had them get into all of my spices in sealed containers, no idea how. Was a pain in the ass. Had to throw them all out twice before I got rid of them. Insidious.
