Removable glue/adhesive or something for my car?

I had to replace both front tires of my car because the stupid rubber flap behind the tires came loose and shredded my tires. Luckily the tires were still drivable enough to get to a tire shop and I had some packing tape in my car to tape the flap down.

But is there any sort of removable adhesive or something that I can use to keep the fucking flap down? The mechanic put bolts in it to keep it down but I sort of want more reinforcement. My car is more than 20 years old so sometimes screws go missing.

Removable glue isn't super glue. Its removable glue. You probably want something like a rubber adhesive

Replacing the splash shield retainer clips that held it in the first place would be best, easiest, and cheapest solution.  But assuming your mechanic actually had a reason not to replace the US$0.08 retaining clips that don't shake loose, I'd use silicone or just tear the shield out.
