Edibles - Premade Sawdust/Bran substrate - field capacity, pasteurization, Sterilization?

I've got some Maitake grain spawn that I'm going to try and fail to fruit, as well as some wild-caught turkey tail colonizing on agar that I'd like to try my hand at.
I ended up purchasing some premade hardwood substrate with Bran from a popular edibles cultivation site because it was going to be cheaper, easier, and more trusted than making it myself for this small quantity and first attempt.
It came in a sealed myco bag with filter patch and must be already...pasteurized?. I believe HW gets a pasteurization treatment, not sterilization. I may be wrong.
I plan on moving it to some smaller bags to do my different projects. Lion's Mane and Laetiporus Sulphureus will be next.
My main question is whether I need to hydrate this substrate. It's definitely drier than what I would call field capacity for coir, but it's not a dried out block of dust either.
If I do hydrate it, should I then pasteurize it or PC in the smaller bags?
Do I need to sterilize or pasteurize after moving them to the new bags if I don't hydrate the substrate?
My thoughts are that if this substrate is typically handled with pasteurization, then I probably don't need to pasteurize after moving it to the smaller bags(clean hands, clean area, don't be stupid, but don't worry too much about sterile procedure), but if it's sterile, that I absolutely must PC it once I move it, and all work done with them must be in the SAB.

If it's got bran in it, and ANY water at all, it had better be sterilized. Not pasteurized.
Which means you don't want to transfer it to anything... you want to inoculate it in front of a flow hood.
I don't know if you need to add water, I don't know how much is in it.
But if you do break it up into smaller bags - yes, you will have to sterilize them completely again in a PC. And inoculate in front of a flow hood/SAB
