Deep Dive on US Mail Interception & Controlled Delivery: How it Works * 1

[This is a deep-dive into Controlled Delivery (CD) investigations. Included is an excerpt from a Law Enforcement handbook on CD's and mail crime. It is a long read, so I will summarize at the bottom for a TLDR outline]

Controlled delivery: you order something online (spores, drugs, research chemicals, contraband), it is discovered by postal inspectors, they alert Law Enforcement and start a cooperative investigation, they form a task-force, they gather evidence to make a case to a judge for a preemptive search warrant contingent on the suspect taking custody of the package, the task-force delivers the (illegal) package to the suspect, and from there they will either continue the investigation, immediately enact the search warrant, arrest you, or other possibilities.

I have also collected a variety of qualitative reports of Controlled Deliveries from forum/reddit users, which is below this post.



This is pertinent to spores, drugs, psychoactive plants, scheduled-substance containing plant material, research chemicals, and many other related online purchases. Even for unscheduled RC's, they can be determined illegal by way of the Federal Analogue Act, or if they give a false-positive on a Law Enforcement field test after package interception. There are reports of Controlled Deliveries for research chemicals, although the vast majority of the user reports pertain to explicitly Scheduled/Illegal substances.

The purpose of this post is to inform and educate shroomery users, and to help this community understand the process of US Mail interception, specifically when it leads to an investigation or Controlled Delivery.





*The following in an excerpt from "Drug Interdiction: Partnerships, Legal Principles, and investigative methodologies for law enforcement" - a handbook that details the principles of law, and more pertinently; the process by which Police and Postal Services cooperate in drug/mail crime investigations. Its pretty long, but it gives comprehensive insight into how Controlled Delivery works.*

“Parcel systems -private, commercial, or the U.S. Postal Service – are extremely popular for the transportation of narcotics among drug traffickers. Drug traffickers and drug trafficking organizations have used this method of transportation for a number of years. The transportation of narcotics using various parcel systems has been exploited, and it continues to be a popular method of transportation, because it is relatively safe and inexpensive. These parcel systems are occasionally monitored by law enforcement*, but in most cases, not enough.* This type of investigation is difficult to prove and takes extensive investigative effort. This chapter will outline and provide an introduction to parcel investigations as an investigative tool. Parcel task force groups will be explained in detail along with their role in the investigation of organizations using parcel systems. Parcel facilities will be described, as well as instructions for training parcel staff in the detection of individuals using commercial package locations to ship narcotics. Commercial staff will be trained in the behavior and characteristics of criminal activity displayed by traffickers while using the parcel system to facilitate the drug trade. Investigative techniques such as controlled deliveries and the use of tracking devices will be discussed in detail.

What can law enforcement do to combat individuals and organizations using the parcel systems to transport and ship narcotics? It is not always easy. Millions of parcels and packages are shipped throughout the world on a daily basis. Trying to segregate those parcels which contain narcotics is a difficult task, to say the least. There are a number of investigative efforts that can be used in this environment. First and foremost, a properly trained drug canine team needs to be in place to conduct these types of operations*. Without such a resource, parcel cases are* virtually impossible to make. The drug canine is the ultimate instrument in the development of probable cause for the opening of a suspected drug parcel. The canine should be a single-purpose drug dog whose handler trains in the parcel/package environment.

There are three different types of business which law enforcement should seek out when establishing a parcel interdiction group. First is the commercial private system, such as the United Parcel Service (UPS), Federal Express, Airborne Express, DHL Worldwide Express, and other freight services such as Roadway and Yellow Freight Company. Then there are the independent parcel companies including franchises such as Pac n’Send, Mail Boxes Etc., Zip-N-Ship, and others. The U.S. Postal Service is the third type of parcel business that we will be exploring for suspicious activity. With respect to the U.S. Postal Service, state and local law enforcement officials must deal with the U.S. Postal Inspector’s Office, which has primary jurisdiction over all U.S. mail*.* The U.S. Postal Inspector’s Office works closely with other federal agencies, including the U.S. Customs Service, which inspects parcels and other cargo entering the borders of the UnitedStates*. State and local law enforcement, as well as federal authorities, do not have jurisdiction in the investigation of narcotics shipped through the U.S. Postal Service.*

The U.S. Postal Inspector has a number of offices located throughout the United States. The Postal Inspector’s Service monitors parcels through its system and can provide historical information on previous parcels delivered to a particular location*. It also has tracking capabilities of* anticipated suspect drug parcels*. The U.S. Postal Inspector’s Office* works closely with state and local law enforcement to conduct joint operations, including controlled deliveries*. If a state or local law enforcement does not have a relationship with respect to a drug parcel unit, the Postal Inspector’s Service is a good partner that can assist in drug parcel operations. When forming a drug parcel squad, the law enforcement agency should reach out to the Postal Inspector’s Office for the purpose of partnering in investigations.* Commercial private systems are typically extremely cooperative with law enforcement in drug parcel investigations*. Drug parcel groups should approach company management and the loss prevention officer to initiate a program. Independent parcel companies, which are franchise companies, generally provide services for small business needs such as packing and shipping, and providing business addresses. These small postal service centers are extremely popular locations for drug traffickers to send and receive drug parcels. Many of these facilities have mailbox rentals available.*

Let us examine some of the possible indicators of criminal activity with respect to parcel investigations. These indicators are not all-inclusive; however, they have been found to be typical of the behavior and conduct of individuals who are using parcel systems to facilitate drug transportation. This behavior is typically identified during a face-to-face encounter at a commercial and independent parcel service. Observation is typically made at the counter when an individual is shipping or receiving parcels. Some of these indicators of possible criminal activity are:


Sender displays nervous tendencies

Sender asks many questions as to the details of the delivery of parcel

Sender information is fictitious (fake name/address/business)

Receiver address may not be correct; for example, a vacant lot or vacant residence ("drops")

Receiver name may be fictitious (fake name)

Handwritten or typed airbills

Handwritten or typed labels; business-to-business labels.

Sender requests next-day air delivery and will pay a higher rate without question

New boxes

Contents are not what is described

Unusual contents described

Sender arrives late or very close to closing time to mail parcel

Sender calls facility to see what time it closes

Sender is a first-time customer

Sender has a continuous pattern of suspicious activity

Mailbox rental receives parcels from source area and no other mail


Parcel addressed from individual to individual or business to business

Sender appears rushed and nervous, and provides contradictory information about the parcel

Strong odor emanating from parcel, possible masking agents

Scented dryer sheets

Mustard

Axle grease

Foam insulation

Motor oil

An individual who asks many questions about parcel delivery such as the exact time of delivery may be suspect. Fictitious sender information such as name, address, and telephone number is common because the sender does not want to be identified. Receiver address may not be correct, for example, a vacant lot or an unoccupied residence that may be for sale. The trafficker may be waiting at a vacant residence that is for sale or at a residence that is not theirs that they are just using for a delivery. There may have been surveillance to confirm this. A vacant lot or vacant residence is a common delivery destination, where the delivery driver may drive by and a person would flag him down, asking him if he had a package for that location.

Once parcel staff has been trained to conduct operations on sorting facilities and independent operational locations, investigators may utilize a drug canine team to conduct random examinations at these facilities. In the case of independent operations, the canine team may routinely conduct random examinations of parcels. This process can be done quietly in areas away from the public. Typically, when a parcel is received at the facility, it is placed in a routing area with other parcels. The canine team can be deployed to examine parcels at the location. Outgoing and incoming parcels may be examined. In random examinations at sorting facilities such as UPS, Federal Express, and Airborne, investigators may conduct visual examinations of parcels, later segregating those parcels for examination by the canine team*. It is not recommended that the drug dog be placed on a sorting belt for examination of parcels. The dog will lose interest if “loaded” parcels (parcels with drugs) are not placed for it to find, or the dog will tire after a time.* Suspicious parcels should be segregated for the canine team to examine*.* When the canine team advises the investigator that the dog has alerted for the odor of narcotics in a suspected parcel, an investigation commences. An outgoing parcel investigation should be conducted to verify sender information such as name, address, and telephone number. Probable cause necessary to obtain a search warrant for the parcel is developed in this way*. It may be necessary for investigators to verify location by* driving by the address*. A sender address may not exist or may be part of a large apartment complex with no apartment number. The sender name must be verified, and typically is a common name or does not exist as it relates to a particular address and telephone number.*

At this time, investigators should notify the law enforcement agency in the jurisdiction the parcel is being sent to, in order to discuss the receiver information in their jurisdiction. Outgoing parcels are typically from source cities or states or from an area from which currency may be sent to purchase drugs. The receiver law enforcement agency should conduct an investigation on the name and address*. Typically, the* name of the receiver is fictitious or is a variation of the true name of the receiver*. The address is generally correct, because the sender wants the package to be delivered. However, the location may be a “drop” location or a residence where the receiver may be waiting for the parcel to be delivered. There may be information from the other law enforcement regarding the location to which the parcel is addressed. Intelligence information or other criminal investigations may reveal the location to be a known drug house.*

With a package that is to be delivered from business to business or individual to business, the law enforcement agency should conduct a thorough investigation as to ownership and management of that location. There have been cases where, for example, a clerk at a convenience food store has used that location to receive narcotics via a parcel. The package was addressed to the convenience store, and the employee was awaiting delivery of the parcel. If law enforcement agencies determine that the information on the sender side is fictitious, coupled with the canine alert on the parcel, probable cause would exist to obtain a search warrant*. The local jurisdiction the parcel is located in would* prepare a search warrant and have a magistrate or judge sign it for purposes of opening the suspected parcel. Before removing the parcel for the purpose of obtaining a search warrant, a parcel facility should be provided with a receipt for the item. The receipt should include the facility name, location, package type, and the date and time that the parcel was taken into custody, along with a police case number. There should be a description of the parcel or parcels. The receipt should be signed by the person releasing the property and by the investigator. A copy of this property receipt form should be provided to the facility for their records and also be kept as part of the case file.

Parcels from commercial parcel services can be tracked via the Internet or by telephone. With a tracking number, a package can be tracked to its destination and where it is currently located. The package may leave a location to go to a hub area, and be distributed from that location. **Management or loss prevention personnel of the facility should be asked to make a computer entry in their system so that if the drug trafficker checks the parcel by tracking number, it is not reflected that the parcel was taken into police custody.** This should be discussed, and the tracking may reflect that there was some sort of sorting problem and that the parcel is at a particular location*. This is extremely important with overnight parcels, as time is critical in the delivery of the parcel, which makes it* very difficult to conduct a controlled delivery in a timely fashion.

Once probable cause is developed and a search warrant is obtained and signed, the parcel may be opened for examination by the law enforcement agency*. It should be* opened carefully so as to not damage the parcel in its original state. Once the interior of the parcel has been examined for the verification of narcotics*, the investigators* may take a sample of the contents before delivery in case the parcel is destroyed during the controlled delivery. The parcel should be closed and placed in another parcel, initialed, and dated. It can then be sent through the parcel system to the investigators conducting the controlled delivery in the destination jurisdiction. A copy of the search warrant that was executed on the parcel should be made available to the receiving agency. This will assist in preparing an anticipatory search warrant in preparation for the controlled delivery of the parcel to a residence or business*. All investigative documents should be forwarded to the agency as well.*

A police agency that has a parcel investigative group in another jurisdiction may contact your agency to ask if you would like to receive a package that has been identified with narcotics. The same steps are taken in preparing for your agency to conduct a controlled delivery in your jurisdiction. Typically, the other law enforcement agency will conduct a thorough investigation and develop probable cause to obtain a search warrant to open the suspected parcel. They may take a sample of the narcotics and then send the parcel with all of the documentation to your agency. Once the incoming parcel is taken into custody at your end, investigators should conduct as thorough an investigation as possible of the individuals who will be taking delivery of the parcel.



CONTROLLED DELIVERIES


Once the agency has taken custody of an incoming parcel from another jurisdiction, all documentation should be reviewed including the search warrant and other pertinent information. The parcel group should conduct an investigation including drive-bys of receiver locations to see if there is anyone at the location who can be identified. Information that can be verified from vehicle tag information, residence information, and any other source of information should be explored. Once all of the information has been developed, a controlled delivery is an investigative option*. A controlled delivery is delivery of a parcel, package, or envelope containing narcotics under controlled circumstances that has been sent either via a commercial private parcel company or the U.S. Postal system. **The actual physical delivery is typically made by a police officer in an undercover capacity, or by the U.S. Postal Inspector if the parcel is U.S. Mail.** Under these controlled circumstances, the objective is to have a law enforcement officer make the delivery of the parcel to the suspect, who will either sign for or take custody of the parcel. ***The undercover agent will attempt to solicit any statements in which the suspect may admit knowledge of the parcel delivery.*** The key to any parcel investigation is for law enforcement to prove that the subject had knowledge of the parcel’s contents. This is critical to the prosecution of the suspect in a parcel investigation. It is virtually impossible to litigate a criminal case without proving knowledge of contents.

The difficulty with controlled deliveries is timeliness. There is limited investigative time if the parcel is sent overnight or express mail. Many traffickers will instruct associates not to accept parcels if they are late*. This is a difficult proposition for law enforcement. An officer may attempt to deliver a suspect package but the person will not accept it, because he knows that commercial parcel companies guarantee delivery by a certain time. Once a decision has been made to conduct a controlled delivery of a parcel, most states allow an anticipatory search warrant to be drafted. An anticipatory search warrant is prepared in anticipation of a controlled delivery of a parcel to a premises. Probable cause, which led the law enforcement agency to the discovery of the parcel, should be included and articulated in the anticipatory search warrant.* All fictitious information, type of drugs, examinations, and all other pertinent information should be included in the anticipatory search warrant.

In some jurisdictions, a judge or magistrate will sign the anticipatory search warrant before the controlled delivery of a parcel. In other jurisdictions, the parcel must be delivered and be in the premises before the anticipatory search warrant is signed. In that case, the investigator will be in the presence of a judge and as soon as he is advised that the parcel is in the location, the anticipatory search warrant is signed by the judge*. In some jurisdictions, with an anticipatory search warrant, once the parcel that was delivered during the controlled delivery is located, the search must be terminated. In other jurisdictions, investigators may be allowed to include other items as part of the search warrant such as documents related to the parcel activity. This must be discussed with the U.S. Attorney’s office, or state or district attorney’s office in the particular jurisdiction.*

In addition to preparing the anticipatory search warrant, **investigators may consider placing an electronic alarm device within the suspect parcel.** This court-ordered tracking device emits a tone once placed inside the parcel. When the recipient opens the parcel, the device emits a tone that alerts investigators that the parcel has been opened. The placement and monitoring of this type of electronic device requires issuance of a court order. Application for a court order-authorized mobile tracking device is a separate document from the anticipatory search warrant. The mobile tracking device order should indicate that law enforcement placed the device in a suspected package parcel to track the parcel to its ultimate destination and to alert that the parcel has been opened. No monitoring of conversation is permitted under these circumstances. Typically, the initial tone of the device is a slow beep tone and once the alarm has been triggered, it emits a fast, flowing tone. The criteria for use of an electronic device are the size of the parcel. It is very difficult to place, for example, a device in an overnight envelope*. The box should be large enough to house this type of device. Law enforcement agencies can purchase these electronic alarm devices from a variety of vendors.* The device is the size of a credit card or smaller, and less than 1/8in thick. In preparation for the controlled delivery, investigators should conduct pre-surveillance of the targeted location in an attempt to identify any individuals related to the case or any suspicious activity at the location. In a controlled delivery operation, law enforcement should take the same steps as for preparation of any search warrant execution. An operational briefing should be conducted; entry teams and search teams will be assigned with regard to execution of the search warrant.

When conducting a controlled delivery with a commercial private carrier, loss prevention personnel will assist in the delivery. The facility will provide the necessary equipment such as a delivery truck, delivery attire, and necessary documents to accomplish the delivery*. In a controlled delivery using U.S. mail, the U.S. Postal Inspector’s office will conduct the controlled delivery with the local, state, or other federal agency. **The delivery will be conducted by someone wearing U.S. Postal Service attire.*

During a controlled delivery, *electronic surveillance should be used to secure evidence. Electronic devices such as a body bugs may be used by the investigator making the controlled delivery for the purposes of safety and to obtain any evidentiary conversation with the suspect or suspects.* The use of video equipment to conduct electronic surveillance of the controlled delivery is suggested and can be used as evidence in the case. Surveillance teams should be in place for mobile surveillance in case the suspect takes custody of the parcel and departs the location once the delivery has been made. Mobile units as well as air support, if available, with either a fixed-wing plane or a helicopter, is suggested.

The decision to stop or detain the suspects is different in every case. The circumstances will dictate the approach. One of the difficulties in conducting controlled deliveries is the wait — ***how long it will take the individual to open the parcel after he takes delivery***. This goes toward proving knowledge in a parcel case. The electronic alarm device makes this easier. When an alarm device is not feasible due to the size of the parcel, investigators may find themselves playing a guessing game as to how long to give the individual before making entry to a location. If no alarm device is available, investigators must give ample time for the parcel to be opened*. Again, circumstances will dictate what occurs. If the suspect departs a location and may have the parcel or the substance contained on his person, a decision may be made to detain the individual.*

Experienced traffickers may wait long periods of time, even a number of days, before opening a parcel*
. The agency must make a decision with respect to how long it will monitor the situation, which will depend on resources and other factors. In many parcel cases, the use of a “drop house” or business is used. A drop house is typically a location designated by the sender and receiver for a parcel to be delivered to. Lower level associates typically staff it. It may be a friend’s or relative’s home or business or an unknown residence where there is no relationship to the suspect, such as a vacant home that is for sale.*

There are advantages to the use of a drop house by drug traffickers. Since it is not the suspect’s main residence, the receiver can claim that he had no knowledge of the parcel. The parcel is generally not opened at that location but is picked up by associates and taken to another location where it is opened. The difficulty in all of this is attempting to keep track of the parcel. The parcel may be delivered at the drop house, at which time the appropriate individuals are contacted, and they arrive and take custody of the parcel. If the package is large enough to be seen being removed from the location, investigators may attempt to conduct a surveillance and track the parcel with the tracking alarm device if one is placed*. Once the suspected parcel is taken into another location, whether a business or residence, investigators may wait until the alarm is triggered, and then make contact with individuals at the location, securing the residence, and obtaining a search warrant. The law allows for law enforcement to be able to secure a residence and obtain a search warrant based on the circumstances described.*

Once an anticipatory search warrant has been executed in a case where a parcel goes into an original location or premises, a number of investigative efforts take place*
. During the search of a residence, investigators should look for telephone billing information. Any telephone records showing out-oftown telephone numbers may be seized as part of the search warrant. Followup efforts can be made by possibly identifying the source sender.*

The interview of the receiver suspect should be conducted as soon as possible. The individual may cooperate with law enforcement and enable investigators to use some innovative options to make a case with the sender. In cooperation with law enforcement, the cooperative suspect may contact his source while law enforcement conducts a controlled monitored recorded telephone conversation between the cooperative individual and the source*. There may be an opportunity for a delivery of monies that are owed for the narcotics to be made by another jurisdiction, if the suspect cooperates. Attempt to identify the source during the interview of the receiver suspect. Obtain information about where the individual resides; names, telephone numbers, and other pertinent information.*

Many agencies that have parcel task force groups have tried an investigative method known as a “reverse knock and talk.” This is used where timeliness is a factor and the parcel could not be delivered due to a variety of circumstances, such as resource issues. **The reverse knock and talk is when investigators contact the individuals at the address on the label of the parcel containing the drugs.** Generally, the name will be fictitious. The agents ask if they can speak with the party and ask if he has knowledge of a parcel being delivered at his location. Many will deny any knowledge of the parcel. Others will admit to having knowledge of the contents and will provide details about the package and its delivery. The individual may cooperate and assist in follow-up operations. Nothing ventured, nothing gained is the motto here. Why not take a shot at trying to further the investigation, unless other information is developed and a long-term operation is warranted.

Follow-up efforts may include trash or garbage pulls from the suspect residence to determine what activity may be occurring. Trash pulls are permissible from a residence or business if the trash is put out to the curb for collection. Investigators should not take trash from the residence if it is near the home such as by the garage; it must be clearly left on the curb for collection, where there is no expectation by the owner that it will not be taken. Trash should be examined for remnants or trace amounts of drugs, evidence of parcel activity such as discarded packaging from parcels received, and other evidence of narcotic activity. Investigators have found trace amounts of drugs in discarded packages. All of this evidence can be used if there is a pattern to track parcels being delivered at the location as well as build probable cause for a search warrant for the premises. These are all options that the investigator may take into consideration.

The U.S. Postal Inspection Service is the investigative arm of the U.S. Postal Service. Postal inspectors are federal law enforcement officers who enforce over 200 federal laws in investigations of crime to include controlled substances. Under U.S. Code 21, U.S. C841, 843, and 844, postal inspectors initiate investigations related to transportation and distribution of narcotics through the U.S. Mail or other postal facilities. The U.S. Postal Inspection Service cooperates with local, state, and other federal law enforcement agencies in controlled substance operations. These joint investigative efforts with local authorities are part of parcel interdiction groups around the country. The postal inspectors investigate individuals who utilize the U.S. Postal system to facilitate the transportation of narcotics. The postal inspector’s office does perform the controlled deliveries of suspected parcels with the assistance of local, state, and other federal authorities. The U.S. Postal Inspector is typically the individual who makes a controlled delivery of U.S. mail*. Federal search warrants are only used in searching U.S. mail. State search warrants are not valid in the searching of U.S. mail.*

***The U.S. Postal Inspection Service can also assist local law enforcement in identifying patterns of activity, through what is known as “mail watch.”*** With a mail watch, investigators can identify patterns of incoming and outgoing mail by an individual. Correspondence with the suspect of incoming mail only is known as a “mail cover.” Investigators can identify correspondence with the suspect from other individuals. The U.S. Postal Inspection Service can also conduct a historical search of mail being delivered to a particular location.”

SUMMARY:

Based on the Law Enforcement Handbook and corroborating subjective reports by victims of CD (controlled deliveries), there are a few stand-out pieces of information:

  •     Recipient of package must have knowledge of the package, as in they intentionally purchased it. Officers/Post Inspectors will try to illicit this information during delivery by asking questions and requesting a signature. Confirmation of this can also be obtained via post-CD interrogation and resulting confessions, surveillance, or confiscation of electronics to find forensic evidence of digital purchases.

  •     Signing for and taking custody the package is part of a stipulative, preemptive search warrant. Without signing and/or receiving, search warrants cannot be carried out on the premises.

  •     Almost all victims note irregularities in the behavior or appearance of supposed Mailmen, and this is corroborated by the LEO handbook detailing CD methodology. Some note irregularities in the shipping process; the the handbook explicitly states that LEO-tampered packages will be delayed in the system (due to secondary inspection with possible canine units) - but it also divulges that the Postal Service will conceal this by keeping tracking updates inconspicuous so as not to draw suspicion.

  •     In many cases the packages contained large quantities of substances, but there are also reports of "small-time" users targeted by CD investigations.

  •     Controlled Delivery is a process; it requires warrants, surveillance, intelligence gathering, and requires a judge to sign on the warrant - if sufficient probable cause is obtained.

  •     In many cases, it is not just local Law Enforcement, but a task-force of Postal Inspectors, local LEO's, and even Federal Agencies - which gives them much more flexibility in the investigation. Mail Crimes are Federal crimes, which is likely why we see this.

  •     This is not exclusive to Scheduled Substances - there are reports of research chemical CD's, presumably because of erroneous and inaccurate field tests that may give false positives for scheduled substances, or if it is determined that the research chemical is an analogue of a Scheduled Substance (invoking the FAA: federal analogue act.)

  •     Stories vary, but in some cases not accepting the package and denying knowledge of it resulted in no arrest. In other stories, it did nothing. There doesn't seem to be a clear-cut method to influence the outcome of a CD.

  •     The LEO handbook describes Controlled Deliveries as a complex, long-term investigation. As such, it recommends surveillance, intelligence gathering, rummaging through trash, and cooperation with task-forces to obtain a warrant. LEO may look for evidence of opened packages in the trash of a suspect. The handbook recommends officers drive by the suspects house, or even conduct surveillance to determine the scope of possible criminality.

  •     Controlled Deliveries may use electronic devices hidden in the package, which emit a signal when the package is opened. The handbook explicitly states that LEO need to know if/when a package is opened. This suggests that opening of a package is a part of the contingent investigation and warrant. This is further corroborated when it discusses warrants and when to commence the search: if an electronic device can't be obtained/used to prove a package was opened, LEO will need to wait some time and guess when it is opened before executing warrant. Again, the opening of the package is important here.







POSSIBLE RED FLAGS (seen in reports and corroborated by LEO handbook):


  •     A different postman (although this is not exclusive, there could be other reasons.)

  •     Suspicious acting postman, or the appearance of more than one uniformed Postal Service Worker upon in-person delivery (also variable.)

  •     Time irregularities pertaining to time of delivery. Also, packages lingering in Customs (or Regional post offices) for an inexplicably long time (although with COVID, it is difficult to say for certain.)

  •     Individual in Postal Service attire who asks your name or asks for confirmation of your address when the shipment is not a confirmed delivery.

  •     Postman who requires a signature for a package that did not use confirmed delivery shipping.

  •     Coming to the door for a small envelope/package that would otherwise fit in the mailbox, did not use confirmed delivery, did not use shipping methods requiring signature, or if they ask personal questions before releasing custody of the package.

  •     Package has been visibly tampered with - it appears to have been opened or re-sealed.

  •     Appearance of a small electronic device inside the package upon opening.









Commentary:

In general, you should be conscious of mail patterns. It would be prudent to become familiar with the general time of arrival. If possible, greet or get visible confirmation of the postman so you are familiar with who they are and what they look like. Most mailmen have consistent routes to which they are assigned, so there is sometimes little or no variation in who delivers the mail to X neighborhood.

Keep an eye out for suspicious tracking history - if a package that usually follows the same route takes a sudden detour to a totally different facility (geographically nonsensical), or is held up in a facility for an inexplicably long time (domestic). Additionally, there is a correlation with "late" packages - it is a common theme in CD's. Again, because of COVID and mail-in voting, this renders the red-flag a moot point. Although the LEO handbook claims that hardened criminals are "instructed" to abandon packages that arrive late or past the guaranteed delivery date.

All of these red flags are iffy.

Appearance of any "red-flags" is NOT indicative of a controlled delivery - they are merely recurring themes in CD's. Any of these red flags can occur due to totally unrelated reasons, therefore it is impossible to definitively identify a CD before it occurs. But in some of these stories, paranoia and scrutiny over minor discrepancies in the package delivery saved the individuals from criminal charges.

You should educate yourself! Be conscious of the method of shipment, whether it is an informed delivery (signature required), how the item is packaged - including all relevant factors like inclusion/exclusion of a return address, what is claimed on the CN22 Customs Declaration (if international), stealth mechanisms, how the mail operates in your neighborhood, etc.





Do not assume that CD's only occur for large quantities, when LEO suspect trafficking/distribution, or for explicitly Scheduled/Illegal substances. The common logic used is that for RC's or small-time orders, interception will result in Custom interception; you won't receive the package, and Customs may send a "Love Letter." But as we have seen, this is not always true, despite being the most common result. There are innumerable variables that affect whether Postal Inspectors decide to simply seize the package, or coordinate with Law Enforcement to begin an investigation.





Research Chemical legality is determined by factors completely separate of your own actions.

This is to say, if you package is intercepted, Law Enforcement and Postal Inspectors can consider it illegal via the FAA - whether or not you are consuming, planning to consume, have consumed in the past, or are a legitimate researcher.

A Research Chemical can be determined illegal based on numerous factors detailed in the Federal Analogue Act, including: if it is advertised/sold for human consumption, if the vendor subverts normal channels for importation (they lie on their CN22 Customs form), if the substance has similar efficacy/mechanism of action to a Scheduled Substance, if the substance is structurally analogous to a Scheduled substance, and others.

Considering this, you should not consider RC's to be exempt to Controlled Deliveries.

I have collected a variety of qualitative reports of Controlled Deliveries from forum/reddit users. To reiterate, these user reports are qualitative and subject to a number of variables, not least of which being dishonesty or fake stories. You should take them with a grain of salt, but also take note of familiar patterns that persist in most of the reports.



Here are some personal experiences with controlled deliveries from Reddit and other forums, ranging from plausible to dubious:



u/Derrick4Real : (somewhat dubious story)


    I was expecting a pack from overseas. Online tracking showed it was to be delivered that day***Friday. I was outside of my residence washing my car and noticed "a"* mail-carrier (not my "normal" mail-carrier who had dreads down to his ass) delivering mail in my complex*. Once he got to my house,* he asked if I was 'insert name on on postal address'. He proceeded to hand it to me. I did not reciprocate the hand-off and stated that was not my name on the package however it was the correct address, however he could leave it at the front door and I'm sure that person would pick it up. There was no signature required btw.

    It is important to note, that the night before my pack arrived, I got wind of my colleagues getting busted in the source country, which enabled me to quickly and covertly (but not completely) clean house in the middle of the night.

    Three days had passed since the postal drop and the package was still just sitting there. That is when***So on Monday* I decided to write "return to sender" on the box on all 4 sides and leave it on front porch within distance of the door's peephole. At this point, the raids overseas had made inl news and I was paranoid as fuck to even leave my house, let alone even touch the parcel.

    Now keep in mind, there was approximately $10k of product I already paid for just sitting in that box, so...even though I was too scared to take it into my house...the greedy devil in my mind was also starting to think things may not even go down in the in this country...and I may walk out of this unscathed (this is the money making part of my brain putting irrational thoughts into my head). I really started thinking about the financial hit I was going to take if that box was returned to sender (who truly knew who was in custody in the country's police headquarters), what did they say about me, what exactly happened...would they even tie it all back to me regardless??? These were all of the thoughts that were occupying my mind relentlessly 24/7.

    Approximately 6 5 days had passed since the story went public overseas (it was all over the Daily Mail, Telegraph, The Sun, Independent...but no papers in the States. This was yet another reason I let my guard down and became that much closer to being a part of the story as opposed to simply reading the story. At this point...I was starting to feel a little more comfortable about my safety since I had not seen any domestic news to date. So...I started convincing myself "let me just grab this pack*, recoup my dinero for the last time...and call it quits forever" (famous last words).*

    It's worth noting, I had a monstrous opiate addition at this point...if I even told you my daily intake...99% of you would call me a liar (just as several of you have already about my experience). But to give you an idea...I kind of felt I was at the end of my days tbh...so I used to travel with two 40mg Methadone wafers a bunch of Klonopins in my front pocket at ALL times in case I was getting busted. My plan was to just eat it all and let god sort it out in County jail.

    On day 7***6,* I happened to have a dentist appointment. As I walked out of my door, I debated on grabbing the pack, I looked around, literally bent down to pick it up...but placed it back down bc something did NOT feel right in a big way (6th sense type of shit)...so I went about my way to the dentist.

    It had snowed that morning and while shoveling my car out, I noticed two out-of-place men casually (but quickly) dressed in odd jump/snow suits*,* surprisingly crawling out of the dumpster in my complex and walking away from the dumpster out of sight. Now...was it my mind fucking with me, or were they just maintenance men doing their job??? Commence DefCon-5 complete mind-fuck state. Right after that, I noticed an out-of-place jogger who did a lap in the freezing cold and snow who then and quickly turned around and lapped passed my sidewalk again. This is when I really started to bug the fuck out and felt I was in for an extremely rude awakening.

    As soon as I drove off my property about a mile down the road, **both the DEA, Local PD, the Tactical Narcotics Task Force came out of the woodwork like a movie, pulling in front of hotshot car at the time...blocking my trajectory forward to a screeching halt...**several units blocked off every intersection within a 1/4 mile radius (like I was some Colombian king-pin. Even though I fit the typical profile of an average suburban young man...dressed like your avergage clean-cut guy (no baggy/saggy jeans, no sideways baseball cap, no Timbs at the time ). At least 10 cars were in the immediate vicinity, combined with an exorbitant amount automatic rifles aimed towards my chest, demanding I get flat on the ground...arms spread wide....cross my legs...and "don't make a god damn move!".

    One clear memory that has been imprinted in my mind ever since, were the Catholic school children who had a half-day on the day of my raid. All of them were innocently walking by me, staring at the "bad guy in cuffs", laughing, pointing, joking and and generally talking about what they had just witnessed...occasionally stopping and watching the event go down. I felt soooooooo low at that point, I just wanted to get taken away already. But they left me out there intentionally to belittle me...making comments during the entire time. I remember boiling with resentment and wanting to do something drastic...but thought better of it.

    It is important to note that I never once took possession of that package and left it on my porch with "Return To Sender" on all four sides of the package*. If I had taken that package inside of my residence upon or after initial delivery...it would have been accomplished the Fed's goal...which was to gain access to my house (and have me take possession of the drugs). Not to mention, once they gained access, they would have found the boat-load of illegal drugs, paraphernalia and other miscellaneous illegal shit in my house including a Glock 17 and an Assault Rifle accompanied with plenty of ammo. None of which were fired once, I just accepted them in trade for monies owed.*

    Of course I did not consent to the barrage of requests to the search of my house*. All agencies stated they had a warrant to search my dwelling and if a gave them permission to enter, it would help me during the judicial process in the future. A few hours later, frustrated and fed up, they shoved me in the back of the Fed unmarked car and took me to the regional DEA HQ where they fed me scare tactics the entire 45 minute drive there. However, there is a just as long part 2 to this story that I just can type up at this moment. After arriving at the DEA building, I eventually learned Not One Individual Had A Warrant For My House btw*

    And I'm uploading my redacted paperwork to shut up all of the non-believers and shit talkers. All of you should stop reading this story ASAP if you don't believe!

That is enough typing for me now though...tomorrow is a new day.

"I have survived a CD, which I guess you would call it. I would say it was more of a knock and talk*, and was visited by* Homeland Security and postal inspectors*. It was for overseas MDMA in the 100+ grams amount. They didn't get me to sign but I was lucky enough to have nothing sizable in my house. The place they came wasn't the place I had it delivered too which is interesting. Now I dont place orders on the darknet domestic or international, and I know for a fact my local PD is watching mail now. "

"I had one, about a year ago.

I had a parcel come from China, it was coming via a courier.

Everything was normal, I was tracking it on the courier site. Then it got to customs, the stealth was ok and it wasn't clearly apparent what it was so I wasn't too worried, but it seemed to do an extra day in customs versus what parcels usually do from China*, although anyone who receives a lot of shit knows it can vary so I wasn't worried.*

Day of delivery I was tracking it, waiting for it to leave the depot, was refreshing that page like a madman, at 8:50am "out for delivery", I noticed my doorbell rung within 10 mins of it showing "out for delivery" that should have been enough warning but I didn't twig. They obviously came straight to me from the depot. I buzzed the delivery guy in, 2 guys come up the stairs, both wearing courier uniforms, except never seen one guy before. Mistake number 2, I really should have twigged by this point but I didn't.

Yep, signed for it, just as I sign I notice the delivery guy looks scared shitless. Right away the new one pulls out a badge.

They arrest me, I deny any and all knowledge of the contents, I did 90 days until I got bail and eventually the charges were dropped due to lack of evidence (this is in Europe)

In the US I'd prob have been fucked, they seized my laptop and anything remotely computer related which I never got back*, but no proof I'd ordered the goods and my claim was that I was expecting a parcel but not this one worked.*

Obviously the same approach would probably result in jail time in the US, I'm in the relatively easygoing EU...."

"Yeah I was given the option of bail and forfeiting all my stuff and leaving the country (it was an EU country I wasn't from) or fighting the charges for another 9 months, so I just took the bail and basically got a "not allowed back" letter. But I didn't get convicted and I only spent about 90 days in jail, so it was a pretty sweet deal. Basically they knew they didn't have much on me apart from receiving the package, no proof I'd ordered it, and it was just easier for all concerned to get rid of me.

Losing all my shit was a small price to pay"

"So I have ordered a few things online in the past, mainly through the darknet. Have always gotten my stuff just fine. It's been 2 years since I have received anything suspicious in the mail and I have moved across the country since then, never using my new address to order anything sketchy.

Recently a friend of mine had a few leftover PKs and told me he would mail me a few. I instructed him on how to properly mail it to ensure stealth, but of course he just put the pills, and only the pills, in a regular envelope and threw them in a USPS mailbox. He also put his return name and address on the envelope. I had not received them for a while so I knew something was up. I have no criminal record or anything so if anything I was just expecting to get a "love letter." Well today I received a knock on my door and a "mailman" had the letter and was trying to give it to me, which NEVER happens*. They always just leave it in the box. I told him that I was not expecting any letter from that location and* refused to accept it.

So my question is what the hell do I do now?? There was no delivery confirmation on the letter so nothing I could track. I have been using a VPN this entire time at a public place trying to figure out what might happen next. Only thing I feel like might compromise me was the fact that I have been iMessaging the guy through my home wifi asking how he packaged them and stuff. Is this a serious cause for concern? Should I get a lawyer? Should I clean my house entirely in case somebody comes with a warrant or something. Am I just paranoid and should leave it alone? Im very confused on what to do next or how to proceed, especially considering it was 4 pills and was not expecting it to go this far."

"Had my first ever controlled delivery last week, and basically talked my way out of it. Using a throwaway for obvious reasons.

I've been ordering acid and mj from SR for about 4 months now, though mainly mj. I started off with 7g to try it out, after that I ordered 14g two times, this was my 4th purchase of mj and i became overconfident and ordered a QP, since 4/20 is coming up and i got my friends to pitch in so we would not run out, and maybe even make a little profit on the side. I should mention all orders were done from the same vendor, he is one of the best vendors on the SR and I don't blame him for what happened, I just got too cocky and shouldn't have ordered such a large package.

Now, I live in a uni apartment, and get all my shit mailed to my uni address. This means I have to pick up all my packages from the apt. office, sign and show my student ID. When we get a package we get a little notification from the uni saying "you have a package, please come pick it up", etc*. Risky and maybe stupid I know, but I did my research, keep our entire apartment clean of any and all evidence, ordered from the stealthiest vendors, and hoped for the best. All my purchases usually took 3-4 days to arrive, but this QP was taking longer and I started to get suspicious.*

What do you know, on the 8th day I get a knock on our apartment door, a mailman in USPS uniform waving a pretty big box in my face asking me to sign*. All sorts of alarms go off in my head and I'm about to panic, so I just sort of take it from him and hold it in my hands, looking at it. I paused for maybe 15 seconds (I honestly don't know, time stood still at that point) just staring at the box in my hands like an idiot, but then it suddenly hit me that yes, this is a controlled delivery and if you don't get your shit together your life will be ruined (i have an internship with a big government contractor, parents know nothing, etc.). So I feign suspicion and ask him "Who are you? Is this some sort of scam?" and he just looks at me and seems kind of lost and mumbles something about signing for the package. I gained a little confidence so I started pressuring him, "We get all of our packages delivered to the university mailroom. No one ever goes directly to the address, regular postman would know that. I don't know who [sender's name that vendor used] is. Who are you? What is in this package? You are acting very suspicious. I am going to call the police and show them this package", etc. And just like that I take the package inside and close the door on him lol (I do realize I should have just given it back to him and closed the door, but I wasn't about to let a QP go so easily, and foolishly thought maybe they'd let it go since I never actually signed anything) He knocked on the door once after that but I really didn't give a shit, as I'm pumped on adrenaline, can hear my heart beating in my ears, and am generally scared shitless. My roommate was looking out the window through the blinds (he smokes with me and when he heard me talking at the door assumed the worst) and later told me the guy just stood at our door for like 3 minutes looking helpless, then just left.*

We inspected the package thoroughly and thought it MIGHT have been opened, but I honestly couldn't tell for sure, and we sure as hell weren't going to open it after what just happened. ~15 minutes later I get a knock on my door and what do you know, guy in a blue jacket and a university cop behind him. He tells me he is a federal postal inspection agent*, yadda yadda, and starts trying to intimidate me, saying they know i had drugs shipped to me, and they will get a warrant to search the premises if I don't give them back the package, etc., real bully tone and clearly much more "in charge" than the USPS worker (or whoever that was). At that point we still hadn't opened the box or tampered with it in any way,* so I just took it and said "please take it officer, I don't know who this sender is and this package does not belong to me", and told them to have a nice day.

It's been a week and so far no one has knocked the door down, so I'm assuming it's all over.

TL;DR I am dumb, but LE is also dumb, could've just waited for me to sign for a QP of weed at my uni office, instead they tried to do a sketchy controlled delivery to my doorstep and got nothing."

The young man reported that a couple of officers visited his friends residence*. Being the idiot that his friend is, he opened the door to talk to Law Enforcement. They questioned him about the package and the young man's friend,* like the idiot that he is, continued to answer questions, lying to the law enforcement officers*. The young man's idiot friend, apparently feeling he pulled a slick one, went forthwith to immediately cancel his PO box as he had several other packages still in transit. It will be interesting to see how that works out for this kid.*

"So last Spring break I meet this chick in Jamaica while Im on vacation(she lived in Ohio). Afterwords I end up going to visit her a couple times at her place and things were good. So when I finish my last year of University that May, I say fuck it, and go move in with her for the summer(I had always planned to go back home at the end of August). I wanted to do a show this summer(2003) and thought it would be good to get away from everything and just train really hard for the whole summer(Financially, I am well off as is my family). So early May I move in with her. Everythings great, training is going well,bulking diet is spot on, generally just having a good time. So of course, I am having some items delivered to the house because I refuse to pay gym prices and was waiting for this girl to go open a PO box for me because I couldnt open one without a US drivers license*. Some shit being delivered was domestic, some shit international. International sources I was using were at the time known as the best in the business.* But I got greedy*. I had a guy who a lot of people had vouched for offering me Zambons for $4.00/amp(keep in mind I had never used this guy before, just was going on what people close to me had said).* So me and 2 buddies put in an order for 200 amps*. Both guys who were going in with me on the deal were both well-ranked NPC amateur bb'ers who couldnt have the shipment sent to them because they both had past steroid misdemeanor convictions. So I get a little too anxious and have the guy send the package to the place that I was staying at. Why would I do that you ask??? Good question, I'll shed some light later.* So one day Im awaken to a knocking at the door. I look out the window and see the USPS postal truck in front of the driveway. This was not uncommon for the delivery guy to bring the mail right up to the door since my gf is into computers and regularly ordered hardware that came in big boxes and the mailman would bring it up to the door instead of leaving it out right by the street where the mail box is. Sometimes he would knock on the door, sometimes he would just leave it at the door. So half asleep I go downstairs and open the door. Same deal, the man is dressed in a USPS delivery guy suit, says "hey, how ya doing? Couple boxes for you and didnt want to leave them down by the road or out in the open". I accept the packages (Did not sign for anything) but keep in mind that I honestly do not know what is in them. I hadnt expected the Zambon package for at least another couple days. I just took the mail in and checked if there was anything for me. Well, there was, a huge ass green box. I shake the box and hear the glass. I quickly open it and see that the Zambon amps are sitting there with a little bit of newspaper thrown in. I think to myself "Jesus, how did this get past Customs???". SO I go to the kitchen to grab a protein shake. I check the time on the stove, 2:17 pm. Right when I see that, my first reaction was "Oh shit". The postman never comes past 12:30pm. Almost simultaneously while Im thinking this, theres a knock at the door*. Pretty much knowing what is about to happen, I check the blinds anyways,* yup, Cop cars parked diagonally in the street. Maybe about 10 of them, some even up on the grass. At least 15 law enforcement agents were standing facing the door with guns drawn. SWAT teams running from both sides to the back of the house. I swear to god, for a half second, I thought I was dreaming. All this for me and some fuckin Steroids????? So they keep knocking and Im standing there with my dick in my hand wondering what the fuck it is that I am going to do. So I run upstairs and tell my gf to wake up. I figured the least I could do is save her from having to wake up to guns pointed at her head. I had already accepted the fact that I was fucked. So as Im waking her up**, I hear them going at the door with the battering ram**. As soon as I notice that they arent going to get the door open and instead were probably going to fuck the foundation of the house with all that pounding, I let them in. Felt like a herd of Buffalo's ran me over. All the sudden I am on the ground, hands behind my back and people yelling at me to stop resisting arrest. What they didnt know was that I was so yoked that I couldnt get my hands together behind my back. When they realize this, they end up cuffing a pair of cuffs to another pair of cuffs and then cuffing me. They then show me the search warrant and begin tearing the house apart. Of course, they find the Test, Fina, Deca, Dbol, EQ and everything else that I was using or was planning on using that summer. The following law enforcement agency's were there: Local Cops, Local Detectives, Customs, Postal Inspectors, Drug Task forces from 2 different County's(Ya, I still have no diea why) and the SWAT team*. Soon I realize that they are* believing that I may be a dealer because of the different steroids in the house but moreso because they found a couple USPS Priority receipts that I got when I sent my sources some funds. So try and see this with me: Im in a foreign country, I have just had the place Im staying at raided, Steroids have been found, they are suspecting that I may be a dealer and then theres the fact that this girl who I have known for all of 2.5 months is sitting there being interigated and all I can think about is how if she gets thrown in jail for even one night, she will tell them whatever it is they want to hear and probably more to get herself out of trouble(meanwhile, all along, some of the shit they found is stuff she is using). So I try and quickly think, while also having this fuckin dickhead Postal Inspector telling me that if I just give up some info, I could get off this scotfree*. So my instincts take over and I tell the Postal Inspector that he would get a full confession from me if he let the girl go free. I told him that she had nothing to do with it and that the gear was all for me, etc... So they agree, they let her go and they take me in.* They charge me with a 3rd degree Felony possesion. Yes folks, thats between 5 and 50 times the bulk amount of gear. But what is the bulk amount? Well in Ohio 1 bulk amount is equal to 16 ml's or 200 tabs. Lets just say I barely made it over the 5 times amount. I write out a confession because Ill be honest, I had it in my head that if they brought her in, she would tell them whatever they needed and who knows, maybe that would have entailed a trafficking charge. Was I trafficking? No, but in the law, giving my buddies their Zambon amps that they paid for would have been seen as Trafficking and then the cops would have looked harder and harder to get me on the trafficking charge. Could they have got me on it? Who knows, what if the girl told them I had been doing this multiple times and had given my buddies their share of orders before? Then Im quite possibly really fucked and I didnt want to go through that. Also, keep in mind that Im in a country that I am not part of and Ill admit, that scared the shit out of me.

End result, Bond was set at $750,000 USD because I am not an American citizen. No 10%, they wanted it in full. Was I going to come up with that figure? Nope. Ended up sitting in a county jail(which housed Federal Inmates waiting to be taken to their parent institution) for 3 and half months until my lawyer finally got it dropped to a Felony in the 4th degree and got me 102 days time served with a huge fine.

Thoughts: Of course I should have kept my mouth shut, that was obvious from the second they knocked on the door. But, sometimes situations make you think and react differently and in my case at least, I firmly believe that not saying a word would have got me in more trouble then I ended up getting in. If the girl talks, no matter what, Im fucked. I figured that I had to get her off the hook totally or I was possibly looking at some serious time. Should I have had that shit delivered to the house? Nope. Dumb mistake, I admit it*.* Made the mistake of thinking that they wouldnt care about "small fish" like me*. I was just some guy doing gear trying to win a show. But in the US, its not like that. Hell, I was in jail with a guy who was serving 90 days for writing a bad cheque. Some States do not fuck around and like I said, having it delivered to the house was not smart on my part and will probably go down as the biggest mistake I have ever made in my life. Up until that point, life had been a cakewalk. Got too confidant. I can own up to it. Also, should I have kept all that other shit in the house? No again. But I did and where the hell else was I going to stash it? Back at my place in Toronto? A lot of time you just dont think like that. Or at least you dont until something like this happens to you. Now you wont find a fucking particle of gear at my house. I keep everything as clean as a whistle. Are the RCMP going to come to my house and raid me like the US law enforcement did if they seize a package of mine that has some amps of gear?

...All in all, my best advise is to keep your place clean at all times if you can. Do not order International just to save money. If you have to do it, do it, but at least be on your toes and watch for anything out of the ordinary. Is the postman different that day? If he is, do not accept the package. Did they come at a time they normally dont deliver? Do not accept the package. Did he bring the package up to your door when in the past that has never happened? Again, do not accept the package. They are little thigns to look out for but those are about the only things that are going to save you if a controlled delivery is being attempted on you."

Then order it all at once so if for some reason you get busted you are only charged once and not seven times like myself. "

Also, other agents were complaining about the process of getting a warrant, saying that it took too long to get a hold of the judge in many cases. I was questioned about the contents of the package that was delivered and told them I didn't know. It was labeled as PC software, so I told them it probably was.* I receive packages quite regularly, and explained the address didn't sound familiar but I do sign up to receive free items quite often. An officer then showed me two packages that had been stopped by customs and asked what I knew about them, and I told him I knew nothing about them*. One agent began asking me for general information (name, address, phone # ect..) he was interrupted by a female officer because she wanted to read me my rights. They said if the drugs were for someone else, I should call that person and they would arrest him instead of me. I also was questioned about some of my old friends and they said they could make things a lot easier on me if I would sign up to be a confidential informant and help them make a few busts. I was also questioned about who was growing pot in the area. I told them I didn't know because I got myself out of that life many years ago. I tried to be helpful and told them when I was younger their were many residents growing in the town of ****, out of their juristiction in the next state. As far as things like heroin went I told them most of it was acquired from **** City. At this time another female officer was left to baby sit me while the officer who was questioning me went to search the vehicles including a sedan that it was later discovered was not on the search warrant. At one point an agent came out and said, "we have a whole pharmacy back there". They continued to badger me into cooperation and tell them about the drugs and it was at this time I invoked my Miranda rights*. The black male that made the arrest said my mother was on her way home. Not much more was said and a little later the agents brought* out two large paper bags, a desktop computer, and a 9mm rifle from my room*.

well, thats how that happened. all in all, roughly 30 items were siezed from my home including, all computers, 2 guns, DNP (siezed by the FDA agent at my house), a bong, various legal pills and a cap-m-quick w/500 empty gel caps. i was charged with the following:

1. possesion of CDS, marijuana2. possesion of CDS, not marijuana (sustanon)3. possesion of CDS, not marijuana (ketamine)4. posession of pariphenalia5. posession of a handgun with obliterated S/N

i got a good lawyer and i had my day in court earlier this week. the state was looking for incarceration. the first plea bargain i was offered was plead guilty and go to jail (not much of of a bargain, huh?) of course i declined. i thought i had a decent case due to the validity of the warrent. on the day of the trial the states attorney took the arresting officers into a room and came out with a new plea agreement. drop 3 of the 5 charges, i would plead guilty on the sustanon and ketamine charges and she would ask for a suspended sentence. i decided to take this for the following reasons:

    it assured me i would not recieve jail time

    i was guilty, plain and simple and should be punished

    if the warrent was legal, i had no case and would have gone to jail, it wasn't worth losing my job and having my credit go to shit.

in the end i got 18 months unsupervised probation, which my lawyer had adjusted from the original 12 months supervised set by the judge. i got 32 hours community service, a few thousand dollars in fines were waived*, but mainly i learned a valuable lesson in,life."*

It was the users first post, and they never posted again after it, which is somewhat suspicious. As detailed in the LEO handbook and corroborated by user reports, one method is to get the suspect to come to a controlled environment; the post office. It is also suspect that the package was not a confirmed delivery/did not require a signature, but the post man refused to release custody of it without in-person pick-up. The contents of the package were identified by Postal Inspectors as an "adult item" - they opened it.

I have also read of a Controlled Delivery and subsequent arrest of a New Zealand resident who purchase 100 grams of MIMOSA HOSTILIS ROOT BARK. Yes, that is pretty shocking. This tells us that the laws are very different in varying countries. Considering this, and other experiences above, it is clear that the methodology used to determine whether or not to conduct a Controlled Delivery investigation is nebulous and highly variable. It is NOT just for small time orders, they do NOT only target suspected distributors/dealers, and they do NOT just target packages containing explicitly illegal/scheduled substances.
