1.4 bar is ~20psi which would work well for this hobby.
0.7 bar is only ~10psi which is not what is recommended by the community. You want 15psi or more.

I don't have any science to back this up but its probably ok. As great as pressure cookers are, people have had success using big stock pots for longer durations.

It will work okay you just have to add time to standard durations.
For qt jars I’d do like 2.5 hours and see if that works. If it does maybe try dropping a few minutos here y there. For agar I’d do 40-45 min.
If it gets to 118c in there that’s 244 real degrees. 15 psi gets you to like 250f. I was surprised the first time I saw a chart showing that how little the temp difference is but it is a pretty big deal in sterilizing I guess.

General rule of thumb in labs I've worked in (non-mycology) is double your times for every 10 °C reduction in temperature. But as with everything, depends on what exactly you're trying to do.
I personally do pint jars for 3 hrs in my instant pot, which maxes out at something like 11 psig. Seems to work.

Find a cooker that will operate at 1 bar. That will give you 121c. In the US, it's 15 psi. That cooker seems to operate at .7 bar so you could increase steriliztion time or simply get a better unit. RR
