Dr. Bandy X. Lee, a forensic psychiatrist at Yale School of Medicine and the president of the World Mental Health Coalition, said in an interview with Salon that Trump lacked the basic "mental health" to participate in a presidential debate."

This psychiatrist suffers from Trump Derangement Syndrome in many people's opinion. 
Anti-Trump psychiatrists suffer from TDS

Based solely on Trump having participated and completing the 90 minutes proves that Trump in fact had the mental capacity to participate.
Whether Trump said anything worth listening to, well that's a different matter.

Just because it's not an official medical condition doesn't mean people don't go koo koo crazy make believing things about Trump.

It's not make believe. It's just not a medical term.
As Wikipedia says, it's a term "for criticism or negative reactions to United States President Donald Trump that are perceived to be irrational, and have little regard towards Trump's actual policy positions, or actions undertaken by his administration."
I would agree with Wikipedia. See the video "Stop Making Me Defend Donald Trump" for examples of TDS.

Meh. They’re not making a clinical diagnosis, but psychiatrist are perfectly capable of observing behaviors associated with pathological conditions. Many psychological conditions are diagnosed by observation, and the patient’s input is not helpful.
