I can't believe the FCC can't solve the problem of unwanted phone calls. Wouldn't the whole thing resolve itself if someone just imposed a charge to make a call?

Nope, computer to phone, free as can be, the charge would have to be on your side for accepting.

It is so much phone to receive a phone call like this and mess with them so hard they finally hang up on you.

My time is important to me. I don't want to "mess" with these criminals. I want them to fuck off and die.

Well I am currently working on a device that will cause a callers phone to explode, but until then, I get my kicks wasting their time, with bad accents, staged senility and psuedo-hearing problem.

My wife and I both get the warranty calls.
I have Verizon, she has straight talk. Verizon recently has started autoblocking on IOS14. So if you have an Apple device, it's gotten a lot better.

My android has been doing this for years, I get almost 0 spam calls, and the 2 or 3 a week that slip through get to listen to my automated assistant ask them what the call is about then I have several choices, block as spam, accept, ask for more info, or my favorite if it is a live spam call I'm interested but need more information and I'm sorry I didn't understand that.

It's called a Urine Box, but doesn't work with fancy schmancy cellular and digital POTS systems (implying, of course, that it worked in the first place. Which, no, it didn't.)

Once upon a time, I read a proposal about a sort of "quota system" for spam calls and emails. The basic premise was this: It costs a nickel for every email or call you make, but you get a nickel for every email or call you receive.
The result is that the only way you rack up significant charges is if you make a disproportionate number of calls or emails, which suggests you're spamming people.

Ice9 hit on an important point. I know a bit about IP security. If the technology is IP based (Voice Over IP), there is no way to stop anonymous communication, except by blocking everyone except people you identify as trusted. even then, the scammer can impersonate someone you trust unless you form a public key / private key trust relationship. Or completely redesign phone communication to disallow all forms of free calling.
Even blowing up their phones won't work because it's a form of arms race, they will just design stronger phones.
