I saw a dog die of heatstroke today

Today I saw something really sad and difficult in the Oakland hills. I am going to write about it in the hopes I can save this from happening to others.
It was really hot, about 95, so I decided to go on a three mile run in the hottest part of the day. I drank lots of water, planned out a route that looked good on the satellite view. It ended up being much steeper than I expected, and I thought it would be a lot more difficult to run in the heat, but it was totally fine. For me.
When I had only a half mile to go I heard a sound. I thought at first it was a guy making some furniture or something out of the brush, but when I got closer, it was a dog making the noise. It was on the side of the trail, making a noise that sounded like sawing and snoring, and it was really difficult to hear. It was a big dog, appeared to be a one year old pit bull. I asked the owner of he needed any help, he said no, his dog was just dehydrated and he would let it cool off. Neither of us had any water. I offered to get water from my car but the guy said it's ok, he had water in his car too.
I ran back to my car, got the ice water I had and sprinted the half mile back up the steep hill. When I saw the guy again, he was carrying the dog on his shoulders and he said the dog had passed out. I dumped the ice water on the dog, but it was a big dog and just a liter of water, and it didn't seem to make much difference and barely even got him wet.
I ran back down the hill and started to drive away, but then it occurred to me that I needed to tell the guy that the dog needed IV fluids right away. I drove back to the trailhead and he was almost back to his car when I saw him.
The guy was crying and said the dog had stopped breathing. He was trying to recisitate it, but it didn't seem to be working. He said the dog was dead, and it it was definitely either dead or in a coma. I poured more water on the dog, a bit in its mouth, but it was completely unresponsive. I told the guy to take it to an emergency vet right away because IV fluids was it's only hope, but I didn't get the feeling that he was going to do that.
I didn't lecture him at all as there was nothing I could say that wasn't completely obvious, but I figured I could write about what happened so other people know that dogs can not handle the type of temperatures that people can.
I suppose there was nothing I could have done to save this dog except get there twenty minutes earlier. It was really difficult to see the dog die right in front of my eyes.

People like that shouldn't own animals, he knew it was dehydrated and just laying there in the heat but he didn't seem to care too much! I'm sorry the dog died, atleast you tried to help  You could have took some pictures and warned the local animal authorities to make sure he can't get another animal ever again.

They won't let an abuser have another animal. I bet they could care less about someone who's just a bad clueless owner. Also I'm sure Alan asked for the guys ID

Why someone wouldn't bring water for their dog is beyond me. I live in ONTARIO and that's common sense to me. Let alone refuse help when it's being offered.
