Can I use brown wheat flour instead of brown rice flour. Where I live brown rice flour is super expensive.

I don't know about wheat flour. But you can grind brown rice in a blender. It works fine.

Just buy a dollar bag of brown rice and grind it. If you think brf in a bag is pricey I'd bet the farm you aren't going to spring for a pressure cooker. Brown rice is used when you don't have one because it can be steamed (low endospore count/resistance to bacterial growth). You don't have to grind it super well.

I have pressure cooker only problem is I'd have to go on my bicycle for miles to go to a mill to buy a heavy bag which I barely can get home without back breaking stunts. I mean to get like rye or wheat whole

Gotcha. Yeah you're good but just a heads up: it isn't great nutrition for them and tends to clump (so does rye) when making cakes with it. Just try your best to not pack it down because it becomes a fuckin brick, brother. Rye is better if you can get it. I hate how sticky it is but works great.

Spawn works best whole. It will become a paste otherwise

Cook it al dente, dry the outside, pressure cook in a filtered vessel

Whole brown rice comes out best for me @ 10 min full boil, then drained, rinsed first with HOT water to remove starch then rinsed a couple more times to ensure that it's free from said starch. Dry well on the outside before loading otherwise you'll be working backwards with that good moisture content. Makes a good jar if done properly.
