I was curious on your opinion of when someone says they will let you know on something and give you a rough time frame of when, but you never hear anything. Is it wierd or annoying to check in with them after the rough time frame goes by. This is something I've realized I overthink on and am area I'm unskilled. like I don't like bugging people but at the same time I realize some people are busy and operate in the way where you just have to check in and it's no problem to them.

I think it depends a lot on the situation, and what was being discussed.

Its situational - but It’s generally not weird to contact them if the time allotted has passed.. So what’s the dilemma?

Ok that makes sense. This mechanic has a car for sale that's just what I'm looking for and I've really been looking. He said it's getting a little paint touch up and that he'd let me know when he gets it back. Apparently the painter is known to be late but it's getting close to two weeks late so my plan was checking in next weekend if I hear nothing.

Nothing wrong with checking in on that. He's trying to sell, and you're trying to buy...

Car salesmen and mechanics are in my experience highly unlikely to actually call you back if they say they will. I'd just give them a call instead and see if they still have the car you want. Don't be surprised if it turns out to be sold already. In that particular market, it's kind of usual to just sell stock off as quickly as possible and with as little effort as possible; hence, if someone dropped by after you and said 'I want that car', he'll likely have got it too.
Btw, it's not a very good starting position in a negotiation if you make it very clear that you *really* want that car (even if you do). Purchasing a car, especially second hand, tends to work best if you go into it with a 'meh, I can take it or leave it' attitude.
