Too much water in the PC?

hey guys, im new to bags and having some issues. the first couple of times i PC'd (23 quart PC)some bags i had no issues but noticed i was pretty much out of water at the end of the process, i had used 3 quarts. one case i did run out and the bags burned and the PC warped. so worrying about running out of water i added a little bit more, 4 quarts. now my grain is getting a bunch water in them. ive even sealed the bags before hand even tho i know its not recommend out of frustration. and they still get wet. ive folded the bags over, taped them and even put dishes and empty jars on top to keep the bag from moving around.
any help is greatly appreciated.

1 quart of water is plenty for that cooker.
Sounds like it may not be sealing correctly if you're losing that much liquid during processing.

Liquid water gets only up to 100 C, if the PC runs out of it, the bottom overheats and warps. If too much water is placed and part of the jars are under water, then the water condenses inside the jars because the steam is cooled.

The size of the PC does not determine the amount of water needed. It only takes about a gram of water to create a quart of steam.
The key factor here, as you pointed out, is how much steam is released during the PC process. I am also very concerned about ruining my PC so I want to gather some data about water usage in PC.

I’d have to tape coins to the rocker and be surgical with the heat to pull that off.

Again, try reading the instructions that came with your pressure cooker and checking to make sure it is sealing properly.
Running an empty batch to diagnose the issue would be a likely first step.
If you have no problems with an empty PC, I would then run a half batch, no problems step it up to 3/4, ect.
Are you turning the heat down once you reach 15 psi?

yes im turning down the heat when it gets to 15 PSI. I too thought i needed 3 quarts as my manual said it needed this.
i too thought it was a sealing issue buy the air trapped inside the bags should make a sort of "baloon" and when i compress the bags with my hands the air does not escape.
could it be that water is passing through the filter?
