The FCC has not been accepting applications for new broadcast licenses for a long time. This ought to bother everyone, because no matter which side of the political spectrum you're on, you must understand that it is easier for a government to track who follows a podcast than who tunes in to OTA broadcasting. True freedom of speech requires that the medium cannot be controlled by those who seek to control you.
I have a bunch of crap left over from my days working in radio, and I could probably push a signal 20 or 30 miles during the day and even farther at night if I can figure out where to stick an antenna.
So, what would you broadcast if you started a pirate radio station? It'll probably take the FCC 3 months from when they realize I'm doing it to get me to stop, and it's hella unlikely they'll prosecute unless I totally ignore their C&D letters. I'm willing to chance it to make myself a test case to force the FCC to accept licensing applications.
What is worth the effort to broadcast?

Get a good antena and u good even with low wattage

The difference between 100 watts and 1000 watts is minimal. Diminishing returns. Under current regulations, the max power for a new FM broadcast station allows you to broadcast about 200 feet.
I would definitely risk prison to broadcast Paw's weekly update if he went to an audio-only format. So much of his update is visual performance art, I don't know if it would translate...
InnerWisdom, I want to broadcast something. The point would be to make a public stink about the fact that a federal agency that moderates our rights has just decided, without legislative mandates, that nobody new gets to publish over the airwaves anymore. Maybe just walk all over some sports-only station in the process, to make sure someone notices.

I used to hear this one guy back in the 70's and 80's called "the greaseman" in Ft Wt TX, it was pretty fun. We'd have to tune in way down on the dial and you could barely get it.

What if the government, or the corporation that controls your access to the internet, decides they don't like what you have to say, and deny you access? Plus, most cars have FM radio. You can get a battery operated FM radio. In spite of the theoretical impossibility of it, people have built crystal FM radios that work really well, and don't require a power source at all. So even if you don't have electricity, as long as the radio station does, you can hear it.

They can be up your ass in a matter of days if you piss off the wrong person by interfering with their news or music.
Look up the FCC violators on their site. Plenty of repeat offenders with their fines.

I would be blasting rave music. I would be interviewing people who claim to have been abducted by aliens. I would have a live interview with bigfoot. Maybe an interview with an expert in meditation. You could get a psychic is there to do predictions. It sounds like a fun idea.

The listeners can't be tracked but what about the broadcasting location? That could be tracked right? Don't piss off the wrong people then..

Srirachi, if I were in your position I'd build it, if I had the parts laying around, then do a test broadcast, then sleep until SHTF which it will, at which point you start playing songs like these:
alternated with valid quality crisis response info.

If you can do it without being caught, then do it. Pirate radio is awesome. But they have tools these days that will allow them to locate the broadcast the same day it goes out. Make sure you don't interfere with any other broadcast and that no one finds you.
You might instead consider some other similar thing, internet radio, livestreaming, something like that. Not the same, but less dangerous. There's also amateur ham radio, you might look into that.
