Need advice on second grow attempt

Thanks first to everyone here, and for the wealth of information this group provides. I've searched this site looking for the information I need, but feel that I need some personalized direction.
This is my second grow attempt, with the first being almost 4 years ago.
Summary:B+ spore syringe (Almost 4 years old)
Made my own BRF substrate using the tek shown here: https://www.shroomery.org/forums/showflat.php/Number/11585613
Incubated the jars in a closet until they were completely white, then birthed them, soaked them in water (not in fridge) for 24 hours, and then put them in my SGFC. (1/4" holes spaced 2" apart on all 6 sides, opaque lid, clear bottom, about 4" of perlite soaked with garden hose in the chamber and allowed to strain through chamber)
The chamber initially was placed next to a window, with the blinds drawn receiving about 14hrs of daylight and 10hrs of dark (mostly dark, there were some small lights on in the house in the evening) I was misting fanning 3-5 times a day. Chamber has stayed within 68-72F and RH has stayed above 90% according to a cheap digital hygrometer.
It has now been two weeks with only a single pin/fruit developing. The cakes seem healthy, but I fear they will not produce further due to some complication. (Photos shown below)
They feel dry to the touch despite the misting/fanning. I dug my hand into the perlite also and it also has only minimal moisture left in it.
Looking for advice and direction on the next step. I feel I have two options
1. Redunk the cakes (possibly in the fridge this time), try to re-saturate the perlite, and give them another go.
-or-
2. Redunk the cakes, and break them apart into a smaller bulk tub with a coir/verm mix. (I prefer this option and plan to continue in this hobby with smaller monotubs going forward)
All input is greatly appreciated and I look forward to expanding my knowledge in this hobby!

Are you misting the perlite too? You should be misting so that the mist falls down onto the cakes and the perlite.
Also fanning in a SGFC is a waste of time and is considered an outdated practice.
Do they smell like mycelium, and did you leave them a week to consolidate the center after the edges of the jars were completely colonized?
I don't think a dunk is necessary but probably wouldn't kill your cakes either. I think chances are either your spore syringe was so old that the genetics started breaking down (I'm no expert on this so this could be folk-science)
OR you're missing something in terms of achieving proper surface conditions/other pinning triggers.
One thing to make sure is that the cakes are glistening with moisture droplets after you mist. Then, wait till the vermiculite on the surface goes back to looking a tiny bit dry and then mist again. Misting too frequently might not allow for the moisture to evaporate off the surface which is an important pinning trigger.
This might just be me but I don't think using them as spawn for bulk is gonna make a difference in pinning or not. if you want to grow in bulk go for it, but lack of pinning has to do with things like improper surface conditions, bacteria, etc. which would likely still be present if you spawn to bulk since bulk grows are usually a bit harder to dial in good conditions. But it depends on the method you use I suppose.

Yep,
I waited until the jars were colonized and totally white, and then waited another week+ after that before birthing them.
In terms of misting, I am getting the sides of the chamber soaked and then misting high above letting the moisture fall down on to the cakes, when I'm done the cakes have tiny water droplets all over them which are usually almost gone by the time I'm back for the next mist/fan.

Misting the sides also serves no purpose. Just the perlite + cakes need misting. It seems your method still achieves this so this likely isn't the problem.
Not sure what other advice I can provide since I'm only a novice grower 
I'd personally let them sit longer since it can sometimes take a while for pinning to occur and it seems you're doing everything right from what I can tell. A dunk wouldn't hurt at this point if you're worried about the cakes being too dry but I doubt that is the problem if there is at least reasonable fresh air exchange and moderate moisture present on either the surface or inside the cake.
Hopefully somebody more experienced will chime in.
