Surface layer of wild bird seed jars not colonizing

So I inoculated 3 wild bird seed jars with agar wedges. All three jars are completely colonized except for the surface layer of the jars. And by that I mean the top portion of the jar where I threw in the agar wedge. after inoculating with the agar wedge and letting it colonize one third of the way I gave the jars a good shake. Is this normal? Did I not shake them enough? Can anybody help me out? As always I really appreciate any help you guys can give me.

What did you use for GE? Might have bateria battling for dominance on the top layer. Do they look like this:

Yeah. Tyvek filters made from USPS envelopes. Covered 90% of the surface area with duct tape. Sterilized in an all American pressure canner. The agar plate looked healthy. Got the jars sitting in a lab incubator.

Sounds like the top grains dried out. Maybe you prepped this batch of WBS a little on the dry side (WBS can be tricky) and it also may be that the wedge took too much time allowing the top to get dry. Also, not sure if the lab incubator did more harm than good about this. We don't use incubators round here these days and there are reasons for that.
Before letting shit like that happen though, you could've shaken the jars a third time, there's absolutely zero issues with that. Actually that's probably what you should do now.

When that happened with me using those envelope it was because the seeds dried out. I ended up just opening them and scraped the dry seed off and spawned it.
Worked out fine.

Yeah, a lot of people here love micropore tape as an effective GE option now. Anyway, whether it is dry WBS, or bacteria you can probably scrape off a generous portion like ganja420boy said and move forward with your grow. Good luck.

Missed the tyvek part. It sure looks like that was the main cause for the top to dry out.

Thank you everyone for your input. Figured I could probably just scrape off the top layer and it be fine. Thank you for confirming that. I only used one Tyvek filter and I've seen people suggest using too. I think we should try that next. Also going to make up some other jars using other methods besides the Tyvek filters. But I'm really happy about this grow because I started from scratch. Lived out in Florida for a little while and went mushroom foraging in the middle of the night. Made up syringes made up prints combine them to make multi Spore syringes. Made up agar dishes. Did about 3 or 4 transfers. Made up these jars. Just glad that I'm doing okay so far. Last thing to do is make my bulk substrate. Have all the ingredients but I'm not quite sure what ratios I want to follow. Any good links or suggestions on that subject would be awesome as well. Been several years since my last grow. No more sticking premade bags with purchased syringes and crossing my fingers for me
