Its not, this whole thing got started because some dude made a big ass lake on his property by diverting a stream, he was riding jet skis on it and shit with his friends.
So he defended his actions saying all he did was collect rain water. And yes streams are rain water sure, but you can't just divert them and make private lakes without approval and shit.

I heard about it being illegal in Colorado when I briefly lived up there. This was years ago, maybe it's different or wasn't true to begin with. I know it's perfectly legal in Texas because at least Texas can get some shit right.

I can see an argument for diverting streams like that being illegal, but it's not the same thing as collecting rainwater that actually fell on your property. Except I guess if the source of the stream is contained within the property.

I think the spirit of the law is sound. The purpose is to prevent people from collecting so much rainwater that it has an environmental impact. I don't think the intent is to go after a homeowner that puts a barrel under their gutter.

I have also heard that it's illegal (anecdotally - I don't actually know the law about it in my state). However, I feel like it's one of those laws that only gets used so that you have a reason to call the police on a shitty neighbor. It's not like the cops are driving through neighborhoods where I live looking for people who are collecting rainwater. If you want to collect rainwater so you can drink it or whatever, I'm sure that's a relatively low-risk operation, even if it's illegal.
Just to compare, there's technically a law against fire pits in my neighborhood, but so many people have them. The law against fire pits only exists so that you have a law you can point at if your douchey neighbors are causing a nuisance and you want to call the cops. My roommates and I have a fire pit that we use all the time, and we've even had cops drive past the house while the fire was blazing - we've never been busted for it. I have a feeling it would be a similar situation if I started collecting rainwater, ya know?

Many states give you a tax credit if you have a rainwater collection system.

Yah id imagine if u lived in the desert somewhere they want u to conserve and make the most use of any drop of water you can get your hands on. I was watching some guy in Vegas build his house and the lengths the went to for water conservation was insane and often quite clever

There are no regulations in Tennessee on how much you can capture and use. Tennesseeans are using this natural resource and benefiting from water quality, water availability, stormwater retention, and eco-friendliness
Based on stormwater retention laws, one could assume that rainwater harvesting is rather encouraged! In fact, the University of Tennessee is currently using rainwater harvesting on new dormitories for that specific purpose, but also are using the water for toilet flushes and laundry.
