No growth on PDA agar - What's wrong?

Hey all. I purchased a sleeve of 10 PDA agar from a well-reviewed seller on Etsy. He said the mix was 4g/L potato infusion, 20g/L dextrose, 15g/L agar.
This is my first foray into agar. Working in front of a flowhood. Did the first test by opening a few empty plates in front of the flowhood and incubated for a few days - no growth. A good thing!
However, then I used the dregs of an LC to inoculate the plate, using good sterile procedure. No growth after 8 days. I figured maybe since it was the last little bits of myc in the LC, perhaps it wasn't viable.
So I went with the original spore solutions. Again, no growth after roughly 13 or 14 days. I'm not sure what I'm doing wrong. For both inoculations, I basically just squirted a bit of LC/spore solution onto the plate and tipped it back and forth to distribute, as I read on a thread here.
Here are a few pics of what im seeing. You can see the spores (little black spots) just kind of chilling there.

Any ideas?

That's really bizarre. It looks like there's not even bacteria growing on them. My guess is that the dishes got mislabeled or the seller added some kind of preservative. When I was doing homemade PDA I never saw this.

The only test I can imagine is to make/buy another plate(s) and try the same spores again. That still wouldn't explain why the LC didn't take, though...

If the spores are old they could be dried out, you could make a spore syringe and try it after a week. But it's odd to me that there isn't even bacteria, maybe it's an unusually clean print!
