Phytosanitary Certificate Ariocarpus

Hi. I have some nice ariocarpus waiting to be mailed to me in minecraft but the vendor wants me to buy a phytosanitary certificate.

I have questions about what this certificate means.

Will this mean the plants full scientific name will be on display?
Will this package be inspected by some official?
Is it normal for packages with a phytosanitary certificate to take 10 weeks to process and wont this damage the plants?
Is there someway for this to be worth it?

If this is international then the cert costs a pretty penny and you usually only do it when buying several plants. Basically someone from his country comes out to inspect his nursery and give him a cert good for two weeks. ($60-$120 USD)

You also need one with state to state sales and according to the inspector I talked to a few weeks ago when my place was checked out. The state inspections are also only good for two weeks as well and cost around $14? or $30 to do every two weeks, so it's pretty painful unless you are a big nursery.

More centralized government.

There are also several PQM forms you need when importing from over seas, CITES at well. It's a bigger pain in the ass than its worth.
