So next batch did a not inoculated control jar and it succumbed to the same stinky bacteria. I used 20% less water. I think the bacteria just makes it look wet after as after while the bacteria looks like it liquefies the brown rice.
That leaves the sterilization process or materials.
The vermiculite I am using is old. Like probably 10 years ago bought a big bunch of it and its been in the basement or a garage since. I noticed it maybe felt a little damp like it had absorbed moisture over the years. Perhaps it has developed a high bacterial load that is hard to kill off entirely. Bought a new sealed bag of vermiculite.
I am boil steaming. While i have done this many times by boiling the jars in the same pot I know a pressure cooker gets hotter. I have an old pressure cooker and best I remember the last time I used it I had trouble with getting a seal or maybe the weight and was scared it was going to explode. I may look into trying to fix the old PC or just buying another one.
I did get ONE jar to colonize. I split it in half, put in a hole under a shady tree, and cased with coco coir.

Non inoculated control jar contaminated = insufficient sterilization.
Old wet verm in basement...maybe rats/cats/bats been peeing in it.
Learn about how to use a pressure cooker of your type on youtube. Sounds like you got scared by the steam venting too much. You need to adjust the heat to maintain the weight jiggling just slightly.
