This is all very easy.  Hull or hulless... that is the question.  If the hull is intact, take advantage of the fact that you can just skip the soak and pretty much do it all right away if you're feeling up to it:  with the hull intact, hard boil (not even a simmer leading up to the hard boil); dump the grains in as soon as there is a rolling boil for 7 mins, take them directly out after 7 mins and drain them... done.

Millet and most WBS is different because you can't find them with the hull still intact, so 12 hour soak - 24 hour sit-n-dry.  This will position them to be totally saturated, no liquid starch (which is a bitch to clean up), and right BEFORE they begin to smell.  Perfect.

if anyone really wants to gauge WBS, just put it in a bucket with water and the next day see how much water has disappeared and how much the WBS has risen to the surface.

An easy drying tek is to drill small holes in the bottom of a 5 gallon bucket. It takes longer though, I always just leave it over night.
