Multiple failure with spawn production. Seeking advice.

Hi guys.
I do Agar. My Agar dishes fruit successfully, and my contam rate is below 10% regarding Agar.
My spawn on the other hand - is not doing so well. So i really seek your advice!!
So!
I'm doing spawn bags T3 - approx 2,5kg I use Organic Rye Boil until saturated Sterilize for 3 hours in Presto 23 inoculate with 100% clean agar, or LC.
I've done experiments with using bottled water, and water from different locations as i thought this might be it. No.
I've done 100+ bags, with very little success.
My contam rate with spawn bags are ... +90%

Are you packing your presto full? I think you can squeeze 6 bags in there with approx 5lbs in each. I had much better luck when I sized down to 4 bags per pressure cooker.
Bags are a bitch.

Contams can easily pass through the filter on bags if it's wet. We would need a lot more information to figure out where the problems is. Bags are more challenging to work with. I would try jars with a synthetic filter disc.
You say you don't think it's the agar. Contams can hide in a plate that looks "good." And if 10% of the plates are dirty it's possible you're missing some.
There's so many other ways for a bag to contam. Are you inoculating in front of a flow hood? I wouldn't use bags without one.

Thank you for your response.
What other information do you need?
My filters are never wet and grains never touch the filter.
Even if 10% of the agar dishes were carrying a contam - it would be hard to make 90% fail based on 10% contaminated dishes.
I am not inoculating in front of a flow hood - i use a large SAB, but as stated, for every 100 dishes i make 10% or less fail.
I do have a flow hood, but actually found the SAB was better.

Jars are a much more forgiving way to start to get into grain. I would recommend finding some success with them first before trying to move up to bags.

I had a problem with bags.and I also have a 23qt presto I did 4 bags with 5qts of rye did a bunch of them g2g with a qt of spawn each they all fully colinized the bags. Never shook them (if I did I would have know they were bad). Put spawn to 66qt monotub some fully colinized some only 50% got flushes off most but all got trick.i figured since I stuffed PC and wraped bags in sheets the cores of the bag didn't get fully sterlized.so since then I have Ben running 4qt bags 4 at a time and they are doing fine.so I think under sterlized
