My investors are sending me things like this asking me what I need, I think it's overkill but they insist on this kind of equipment. What should I tell them I need? Will be innoculating bags and working with agar. Thank you

Check out LabX, lab surplus suppliers, university property management offices, auction sites, etc. This AirClean AC648DB stood out to me because I have a smaller, nicer one from the Koch Center.
There are definitely better deals if you shop around. I just posted it as an example. You'll probably also want a mass flowmeter to check your HEPA lifespan, and a new HEPA obviously.
You can get a solid hood for probably $1,200 at the very most. Shop locally or pick it up yourself, because shipping it will suck.

Shipping on any of this equipment will be awful, you have to vent those hoods somewhere or you're not going to be able to install or use them properly, and bringing it inside will definitely attract attention. If you're growing in a residential area, tell your 'investors' to give you $500 and just build a flowhood from a HEPA filter and material from the hardware store.

If you can get someone to buy you some fancy gear like that and there are no eventual repercussions if you can only manage to grow green shit, I'd say go ahead and get nice gear.
There is nothing wrong with nice tools if you can afford them. It's just about whether or not you need to pinch pennies or hide things, and if you want a state of the art facility or you just want something that "works fine".
