Maybe a stupid question since I don't live in a basement having area, but does it have windows that can fit a window unit AC? Something like a big ol 16k btu can cool a very large area. Mini splits can get moldy they are have an inherent design flaw with the drainage having to go down a pipe it always ends up moldy eventually and they are very hard to clean the inside of and do not do well in humid environments. You can buy 4 window units for the price of one mini split plus a pro has to install the freon stuff. Just something to think about.

What temps are you getting in the basement now? If you are building a full room (framing, rockwool, etc), i'd echo Sandman and say plan provisions for a window AC unit and build it into a wall. But this highly depends on what temps you get in the first place!

If you can't go with a window unit then a standard traditional 2 or 3 ton split ac unit is what you want to install. This will be much much better and not much more expensive than a mini split. Fully serviceable and cleanable will last 20 years.

I don't think I can use a portable ac unit since the basement windows don't slide open. They are the little kind that just peer above ground. Don't split ac units work poorly in humid conditions? Maybe I am wrong here but I was researching and I thought they would be ineffective since I need high rh?

Any kind of ac that is recirculating and cooling the room air will have trouble with molds in very high humidity, window-unit or Mini-Split. The minimal amount of room dust and spores that accumulates inside will be food for mold if it gets wet and humid. If it is a true high humidity environment such as a humidified greenhouse situation you would want the air intake from a non humidified fresh air zone. That can get a little complicated but definitely requires a split ac system.

70 is a perfect temp! If it was like 80-90F then yeah, get a portable A/C or something similar.

I was under the impression if I had a room full of monotubs it would increase the temperature quite a lot

Sure there might be a small increase in heat depending on how small your grow space is, however you can allow up to 83f before I'd get worried about anything. Even then 73f I have found to be the perfect temp for most cubes I've grown imo. So 70f? That's right on the money.

How many tubs we talking here? 20? 500? If you walled off a small area of the basement with visqeen you could circulate air into that room with just a simple fan from the cooler part of the basement and unless we are talking something crazy here you should be good to go if the basement only ever gets to 70 at the hottest. Should be able to do a dozen or two without much raise in temp if any. Man that sounds like haven on earth haha. If you dont have to though why frame a room with visqueen just put some shelves up and clean the place up and do wahtever you should be good.

It's 70 before making an enclosure filled with monotubs in there. So you're saying it's basically a non issue though and I should be good?

yea if its in basically in a larger space thats 70 just some ventilation from like a 6" fart fan would be plenty good for some tubs. Worst thing that happens you have to slap a window unit on the wall of your hobo room and drain it into a trash can or something to finish the grow and figure out something better but you should be fine with some minor ventilation or just without the room.

I was just talking about like a 4 or 6 inch inline fan attached to the wall of your little room that sucks air from the regular basement... or maybe would be better to suck the air out of the little room and blow it into the basement either way should be fine. Im sure the room wont be so air tight that you need an exhaust and inlet hole with this small amount of air. But really just dont frame the room if you can avoid it and you probably wont need anything for under 20ish tubs or more.
