Look for 20l aluminium pressure cooker like this one:

This specific brand is misoli, but Chinese are throwing them under a handful of names.
You can modify the jiggle valve to accommodate for higher pressure. I've run several cycles with it so far with success at 14.5PSi and the total cost was something ~50$. The bottom tends to bulge during cooking but flattens out after cool down. I'm not worried about it exploding and what not because it has 3 different pressure release ports. The jiggle valve (originally rated at 7.3PSi - moded for 14.5PSI), red pressure button rated at 15PSI, and handle rated ad 20PSI I believe.

So You have to calculate the surface area of the hole that the jiggle weight is supposed to cover. Measure the diameter of it. Then half of it is radius "r". Whole surface area can be calculated using the formula:
A = pi * r^2
For example. If the hole is 6mm in diameter, then r=3mm
A = pi * 3^2 = pi * 9 = 28.27 [mm^2] (as pi is circa 3.14).
Now, to calculate pressure applied at the surface You have to divide the total weight by the total surface to receive applied weight per mm^2 aka pressure.
Let's roll further with the previous example. 15 PSI is 15 pounds per square inch. But also:
15 PSI = 1 Bar
P = V / A (but for the simplicity, I've assumed velocity to be 1 m*s2 and just rolled with the crude value of the weight. I've concluded this by the assumption that the velocity of the steam is a constant to the one at 0.5 Bar with known value of unmodified jiggle valve as well as stated pressure on it. )
1 Bar = 1kg [*m*s^2] / cm^2 [1kg = 1000g; 1cm^2 = 10mm*10mm = 100mm^2]
1 Bar = 1000g [*m*s^2] / 100mm^2
1 Bar = 10g [*m*s^2]/ 1mm^2
So as our surface area "would" be 28.27 mm^2 we have to find the proper weight so the equation still gives the true result:
But from this previous equation, it's obvious that the weight should be relatively 10x higher than the surface.
So circa 282.7[g]
I hope I haven't confused You xD
If You want to check Your final pressure use the same formula. Divide weight by area.

I don't know about this one. Doesnt seem like good quality since it is so cheap and the bottom bulges.. like wtf..

It's aluminium. You can't expect SS sturdiness out of it. I expect it to last few years to decade anyway. After the pressure is released the bottom flattens so no permanent damage occurred. I'd give credit for this to thermal expansion more than anything.
