thinking about building a new PC for myself I'm trying to stay close to $800 but have a little wiggle room
here is what I'm thinking https://pcpartpicker.com/list/mh4zCL
but I'm not sure if I wanna go with the smaller SSD https://pcpartpicker.com/product/6yKcCJ/samsung-860-evo-500gb-25-solid-state-drive-mz-76e500bam or the 2TB hard drive https://pcpartpicker.com/product/mwrYcf/seagate-barracuda-computer-2-tb-35-7200rpm-internal-hard-drive-st2000dm008
also I'm completely clueless how to install the OS without an optical drive

I haven't used optical media to install an OS in years, just make sure you've got an 8 GB+ USB stick because Windows images have been taking up more than 4 GB for ages, which sucks because 4 GB sticks are basically free these days.
100% go with an SSD. Go for an M2 SSD, they're totally rad. A 1 TB SSD is basically a requirement for gaming, 256 is enough for a regular workstation computer, though. Grab platter drives as needed for video/audio files.

I have a 32GB USB and use this page to create Windows 10 installer: https://www.microsoft.com/en-us/software-download/windows10
Once created, press F11 when the computer is booting to select the Usb with Windows 10 on it.

If you wanna save a few bucks, I suggest a small "main" SSD and a secondary, larger HDD.
That's what I do. Things that I need speed for, like games, I'll have on the SSD. Things I need space for, like video editing, is all on my HDD.

What did you end up doing? I just built a machine for about that price. I ended up buying a ton of drives for different purposes, so I might have a few tips if you're still looking for storage on a budget.
Staples is actually a good place to look for drives. They have coupons sometimes for $15-$25 off, which makes their lower end HP NVMe drives RIDICULOUSLY cheap.

I went with the 2TB hard drive but because of the stim check I made a few teaks in other places
only issue so far is I cant run photoshop 7 because it cant recognize that much storage space
