Put an ad on craigslist for mushroom compost. Call nurseries also they will love free soil.

IT is not as simple as buying parts. You have to match up the parts. For what you are wanting to build. I know nothing about what is available in the EU. I will help but you are going to have to find the correct parts. I will tell you what you need but you have to find it.
1st thing you have to decide what size element you are going to use. Just so you know I used to run a 1650 watt element and it took 6 hours to get to temp. Then I would run it for 12 hours after that so a total of 18 hours and the element would run at 100% all the time. (parts wear out quickly when you run them at max all the time. I run a 5500 watt element now. The steamer gets to temp in 45 mins and I run it for 12 hours. but the element only runs at 100% for the 1st 45 mins then it runs at like 40% to 50% every couple of seconds to keep it at temp.

So it's not running all the time on 5500 W? Which device I need for that? Of course electricy is cost... so if I go with 1800 W element for 18 hours, or 5500 W element for total 4 hours is that cheaper way.

I pay 0.08 for a kwh and it cost me $1.80 to run for 12 hours with a 5500-watt element controlled by a PID. I did not have a KWH meter when I ran the 1650 eleent but if I do the math it cost me $2.4 to run the 1650 meter. So the higher watt element is better in every way if you ask me.
You asked what to use so it does not run 5500 watts all the time. That is what the PID does. The PID will constantly check the temp inside the drum and when it gets below a set temp. It gives the element just enough power to get back up to temp. I have my PID set to 208F and it keeps it very close.

Then you need to find a screw-in type element of your desired wattage. I would try and get one that is completely stainless. some elements say they are stainless but only the heating rod is stainless which allows the base of the element to rust out. Best to avoid this if you can and get a completely stainless element it will cost a little more but it is cheaper then replacing one.
