Pressure Cooker was mostly dry. How much water do I need?

So I was pressure sterilizing some jars in my Presto Canner. And I put some jar lids and then the rack. Then 4 quart jars of WBS. I ran the pressure cooker for an hour and realised not as much steam was coming out. So I stopped it. I opened it up and it was almost completely dry. Steam was escaping and there was condensation on the foil of the jars. But it didn't appear to be much if any water at the bottom.

Here are pics of the canner. It appears just fine to me as I don't think I ran it completely dry. And turned it off when I noticed not as much steam.
A big question is, how much water do I need to put in to last 1.5 hours (90 minutes)? I thought by elevating the platform on jar lids it would last. I also have 1/2 Pint wide mouths I can use to prop it up if needed.
I am new to using the PC. But I made agar for 40 minutes with it at 15PSI. I didn't use the jar lids and it was just fine.

With my presto 23qt
It says 3-4 quarts of water.
I recently discovered that if you leave it venting for too long tons of water gets evaporated out, but otherwise it’s fine.
I usually just make sure it’s at least two inches of water.

Are you turning the temp down once it reaches pressure? Could be blowing the water vapour out too fast if the temp is left high. I've done that and rounded a PC.

I usually put it to medium/low so it maintains around 15PSI. But it's still usually blowing steam. When you put the Canner on its side it does not look warped. But when placed down it does rock slightly. I'm not sure if it was just like that already, or that was due to my mistake.
Also no one has those canners right now near me and Amazon doesn't either. I have some WBS hydrating rn and idk what to do

Is the bottom of yours completely flat? Or is it slightly rounded and rocks slightly?

If A.k.a. is talking about the Presto 23qt PC that most, including myself, have around here it should be flat on the bottom (or at least mine is). If it's not, it may have warped a bit from running it dry.

Mine rocks slightly now, but it still works ok. As long as the seal is good and you get enough contact with the burner it should work. Yeah those canners are hard to find right now. I've seen a couple used ones on ebay, but the price doesn't look that much better than a new one.

It appears mostly fine to me. So I'll test it out and keep a close eye on it. Another question. How would how would I make sure it doesn't dry out again?

Not certain what that means. The part with top pops up pretty quickly. Then the weight let's steam out the whole time

It says to fill up the water halfway up the jars. I was under the assumption that jars should not touch the water

It's not a problem if the water touches the jars. As long as it's not too far up on the jars.

So, to toggle the solution together....
Presto 23qt wants about 3.5qts of HOT water plus 2tbs white vinegar (cleans the jars' exterior) at 15psi for 90 mins for 9qt jars of oats. Place jars on trivet. Start the heat at medium high. Once steam starts don't vent the pc for very long. I never vent, myself, just wait for the 15psi at which point the noisy rocking starts and I start the timer for 90mins and reduce heat to medium low. At 90mins shut off the heat and wait till the pot is room temp to open. There will be about 1.5qt of water left.
You should pay attention to my advice because I'm an expert. See, I ruined THREE Presto 23qt pots by 1) starting with cold water and highest heat, 2) starting with way too little water, i.e., 2qts, and 3) starting with 3qts of hot water, venting steam for like 15 mins and keeping the temp on high. In each instance my mistakes warped the bottom of the pc.

Ok I think your running the weight to long. Is it slightly rocking or is it rattling? The gauges can be off a bit so with mine I will get it to vent add the weight and turn it down so it maintains 14 on the gauge but really just barely wiggles every 45 seconds.

The weight should rock periodically. It shouldn’t be rattling nonstop pushing steam. As sockadin said ever 45secs -1mins or so is good.

I think I got it now guys. So I'll do the 3.5qts hot, with vinegar, add a few coins (I weighed 16g) to the rattler. And making sure it's rattling only every 45 seconds to a minute.
Before I just assumed it rattled the whole time

well if you are going to put the coins on it, it wont rattle anymore if ran at the appropriate temp. put the coins on the weight. let the PC vent off for 5-10 mins put the weight on and let it sit above 15... no more noise and way less water loss.

Just keep in mind you don't need the coins. Most PC's gauge at 15 and they are actually at 16. So 14 is the money spot. Little rattle everyone and again. But violently shaking constantly and your gonna lose all your water.

That’s what surprised me was how quickly the water dries up when steam is getting out.

Also I should leave the rattler off for 10 minutes after steam starts escaping then plop it on?
