A friend of mine AFOAF ( this was over 10 years ago) threw massive handfuls of poppy seeds into a garden. He told me he was having all these weeds coming up everywhere and it was a pain in the ass to pull them, and then he realized they were thousands of poppy seedlings.

I wanna keep mine small so they're more discreet any advice on how to do that/ keep them more discreet. My neighbors son has deployed to Afghanistan a ton of times and is currently a local police officer Soo...

Just don't risk it. I wouldn't . I don't think you can bonsai poppy like you can other plants.

I’ve seen someone (think s/he was a poster here?) grow poppies indoors in red solo cups so they never get big. They had to select seeds from the best for a few years to get decent blooms and pods tho.

If you're growing them just for the sake of growing them to enjoy their beauty/aesthetics, and if you're not growing huge plots of them, then go for it .
I'm not sure on the specific laws in the US, but I believe they are OK to grow in one's yard/garden as long as one isn't using them to make opium/heroin. I got my seeds in a seed pack from my local grocery store, they were on a display rack of seeds along with tomatoes & sunflower & all the other typical veggie/flower seeds. If they were illegal to even grow then I wouldn't think grocery stores would be selling the seeds specifically for growing them..?...I'm really not positive on the laws though, that's just the impression & assumptions that I have about it.
But if you are wanting to grow them for their alkaloids...then you don't want to keep them small, otherwise you'll end up with teeny tiny pods.
As far as making it more discreet, make a flower patch...grow different types of flowers and have poppies in the mix.
With that said...several years ago an elderly couple in my area was caught growing a backyard full of poppies. And that's how they were caught, a cop that used to be in the army or marines and who was over in the middle east at one point or another was on duty as a cop and somehow spotted the poppies in their yard and then got a search warrant...Something along those lines. I don't know what ever happened to them. I think they had a small chunk of raw opium/latex as well. I think they claimed to be using it as a medicine for themselves, which I wouldn't be surprised if true (they were an elderly asian/cambodian couple).

Don't be all crazy about it man, I have grown poppies for over a decade, and only one time I had someone know what they actually were.
It was my Landlord, she came over for some reason,and she noticed them and said you know you aren't supposed to grow those right? I was like I had no idea, I got the seeds from walmart.
Anyway, to make a long story short, she just laughed and said, oh, just be careful, and she left.
If you're growing tons of poppies in your yard, and you aren't growing anything else, then yes, I would be worried as hell.
What you want to do, is to grow lots of other wild flowers, and plants along with them, for instance, grow lots of non opium poppies mixed in with them, then all you gotta say is hey, I bought a wildflower mix, and all these different types of poppies/flowers were included in the mix 
One thing that I would never do or attempt, is lancing them, then there is no way out if one were were to get busted
Other than that, I would not be paranoid about growing poppies, they are technically legal to grow as long as you don't lance them or make concoctions with them, and you can buy the seeds at any local garden center or supermarket.
Just keep that in mind,and you'll be just fine

If you want to keep em small just don't thin them out.
Poppies don't like to be all jumbled up, with constricted roots, and they will grow really small like this....
